Monetary Authority Of Singapore Imposes Composition Penalties Against Five Major Payment Institutions

The Monetary Authority of Singapore (MAS) has imposed composition penalties amounting to S$960,000 in total on five Major Payment Institutions (MPIs), which are licensed to provide cross-border money transfer services, for breaches of MAS’ Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) requirements.

Shanghai International Energy Exchange has released its Circular on the Revised Low Sulfur Fuel Oil Futures Contract of the Shanghai International Energy Exchange, as shown below:
The revised version of the Low Sulfur Fuel Oil Futures Contract of the Shanghai International Energy Exchange has been deliberated and approved by the Board of Directors of the Shanghai International Energy Exchange (INE), and has been reported to the China Securities Regulatory Commission. It shall take effect from January 1, 2026. Standard warrants issued prior to January 1, 2026 shall retain validity through their date of expiry.

Dalian Commodity Exchange: Announcement On The Promulgation Of Benzene Futures Contract, Benzene Options Contract And Relevant Rules

Upon discussion and approval at the 60th meeting of the 4th Board of Governors of Dalian Commodity Exchange, the Benzene Futures Contract of Dalian Commodity Exchange, the Benzene Options Contract of Dalian Commodity Exchange and the Detailed Rules of Benzene Futures of Dalian Commodity Exchange, together with the amendments to the Measures for Trading Management of Dalian Commodity Exchange, the Measures for Clearing Management of Dalian Commodity Exchange, the Measures for Delivery Management of Dalian Commodity Exchange, the Measures for Standard Warehouse Receipt Management of Dalian Commodity Exchange and the Measures for Risk Management of Dalian Commodity Exchange are hereby promulgated and shall come into force as of the promulgation date. The listing and trading time and relevant matters of the Benzene futures contracts and Benzene options contracts shall be announced separately.

Upon discussion and approval at the 60th meeting of the 4th Board of Governors of Dalian Commodity Exchange, the amendments to the Live Hog Futures Contract of Dalian Commodity Exchange and the Detailed Rules of Live Hog Futures of Dalian Commodity Exchange are hereby promulgated and shall apply to LH2607 and subsequent contracts.

New Zealand Financial Markets Authority: Former CBL Group CFO Ordered To Pay Penalty And Costs For Continuous Disclosure Breaches

Former CBL Group Chief Financial Officer (CFO), Carden Mulholland, has been ordered to pay a pecuniary penalty of $641,250 for breaches of the continuous disclosure requirements in the Financial Markets Conduct Act 2013 (FMCA), in proceedings brought by the Financial Markets Authority (FMA) – Te Mana Tatai Hokohoko. He has also been ordered to pay agreed costs of $606,216.53.
