IMF Managing Director Appoints Yan Liu As General Counsel And Director Of The Legal Department

Kristalina Georgieva, Managing Director of the International Monetary Fund (IMF), announced today her intention to appoint Ms. Yan Liu as General Counsel and Director of the Legal Department. Ms. Liu will succeed Ms. Rhoda Weeks-Brown and is expected to formally take up her appointment on October 7, 2024.

CFTC Staff Extends Temporary No-Action Letter Regarding Capital And Financial Reporting For Certain Non-U.S. Nonbank Swap Dealers Domiciled In The EU And The UK

The Commodity Futures Trading Commission’s Market Participants Division (MPD) today announced it issued a temporary no-action letter extending CFTC Staff Letters No. 21-20 and 22-10 to certain nonbank swap dealers (SDs) domiciled in the European Union (EU) and the United Kingdom (UK) that are the subject of pending CFTC reviews for comparability determinations regarding capital and financial reporting requirements.

Federal Reserve Board Announces It Will Host The 2nd Thomas Laubach Research Conference On May 15-16, 2025

The Federal Reserve Board on Friday announced that it will host the 2nd Thomas Laubach Research Conference on May 15-16, 2025. The conference will highlight research focusing on monetary policy and the economy. As such, it is expected to provide timely academic perspectives for the monetary policy framework review that the Federal Reserve has committed to conduct every five years. The first review was completed in 2020. Details about the next monetary policy framework review will be announced in the coming months.

CFTC: Federal Court Orders New York Man To Pay Over $36 Million For Forex And Digital Asset Fraud - Defendant Admitted To Falsifying Financial Documents, Providing Investors False Account Statements And Diverting Investor Funds For Personal Luxuries

The Commodity Futures Trading Commission today announced Judge Vince Chhabria of the U.S. District Court for the Northern District of California entered an order Sept. 19 assessing monetary relief totaling over $36 million against William Koo Ichioka, a New York resident formerly of San Francisco. The order requires Ichioka to pay $31 million in restitution to defrauded victims and a $5 million civil monetary penalty in connection with his fraudulent foreign currency (forex) and digital asset fraud scheme.

On Wednesday, September 18, 2024, I dissented from the Federal Open Market Committee's (FOMC) decision to lower the target range for the federal funds rate by 1/2 percentage point to 4-3/4 to 5 percent. As the Committee's post-meeting statement notes, I preferred to lower the target range for the federal funds rate by 1/4 percentage point to 5 to 5-1/4 percent.

The securities regulatory authorities of Alberta, Saskatchewan, Manitoba, Ontario, Quebec, New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador, Nunavut, Northwest Territories and Yukon and the Canadian Investment Regulatory Organization (CIRO) today provided an update on their work related to the recent rule changes announced by the United States Securities and Exchange Commission (SEC). These rule changes follow the SEC consultations launched on December 14, 2022, on four proposals to change certain fundamental elements of U.S. market structure (SEC Proposed Amendments).

CUSIP Global Services (CGS) today announced the release of its CUSIP Issuance Trends Report for August 2024. The report, which tracks the issuance of new security identifiers as an early indicator of debt and capital markets activity over the next quarter, found a sharp increase in request volume for new corporate and municipal identifiers.
