Abu Dhabi Securities Exchange Circular No. (05) Of 2026 Concerning Annual Financial Report For The Year 2025

Considering the important role that disclosures, transparency of financial information and the financial statements of listed companies play in preserving the interests of all investors and securities dealers, listed companies are obligated to:

1. Submit the annual report of the company, which includes its Board of Directors report, audited financial statements and the auditor's report, within (90) days of the end of its fiscal year. In accordance with the provision (6) of Article (9) of ADX's Rule Book, as well as the resolutions passed by the board of directors on (4/2/2022). 
2. Prepare the company’s financial statements approved by its executive management in accordance with accounting reporting standards (IFRS). 
3. Disclose the financial statements either before or after the trading session according to ADX’s Disclosure Guidelines for Public and Private Joint Stock Companies.

The Federal Reserve Board on Thursday announced that it will hold a hybrid public outreach meeting on Thursday, March 26, as part of its review of regulations under the Economic Growth and Regulatory Paperwork Reduction Act (EGRPRA). EGRPRA requires the Board, with input from the public, to review its regulations at least once every 10 years to identify any outdated, unduly burdensome, or otherwise unnecessary regulatory requirements applicable to certain supervised institutions.

The FCA proposal copied the wrong homework from a weak neighbour.  The faulted ESMA equity RTS confused the concept between ‘single source of truth’ and ‘single source of access’ repeating the fatal flaw of the US Consolidated Audit Trail. A wide latency tolerance mussed up data that one cannot roll the data forward and backward to see which trade message came in first, second, third, or a hundred thousandth. In turn, it is not suitable for BestEx, surveillance, or regulatory market monitoring purposes. Worst, it affects the EBBO to be stale with a widespread, broadcasting that there is no opportunity in Europe. Quality without the appropriate benchmarks is NOT quality.

Today, the staff of the Division of Trading and Markets issued an FAQ relating to the treatment of payment stablecoins under the broker-dealer net capital rule (Exchange Act Rule 15c3-1). The FAQ provides that the staff would not object if a broker-dealer were to apply a 2% haircut on proprietary positions in a payment stablecoin when calculating its net capital. I appreciate the staff’s approach.
