  • Standard & Poor's Announces Changes In The S&P/TSX Canadian Indices

    Standard & Poor's Canadian Index Operations announces the following index changes: The shareholders of UTS Energy Corporation (TSX:UTS) have approved the Plan of Arrangement whereby the company will be acquired by Total E&P Canada Ltd. UTS Energy will be removed from the S&P/TSX Composite and Capped Composite, the S&P/TSX Equity and Capped Equity, the S&P/TSX Completion and Equity Completion and the S&P/TSX Capped Energy Indices after the close of trading on Tuesday, October 5, 2010.

    Good morning. I would like to thank the staff of each of the three rulemaking teams for the long hours and hard work that has resulted in the proposed rules that we will discuss today. I would also like to compliment the 27 other rulemaking teams that have put so much time and effort into identifying issues and preparing proposed rules. I can say from first-hand experience that the amount of paper and number of meetings that has resulted is overwhelming.

    I concur in the Commission’s proposal of rules pursuant to Section 726 of the Dodd-Frank Act (the “Act”). However, I have a number of concerns associated with the prescriptiveness of the proposed conflict of interest rules. I believe, given the goals of the Act, it is appropriate to consider more flexible ownership structures and voting rights levels as well as the availability of waivers for derivatives clearing organizations (“DCOs”).
