Central Japan Commodity Exchang: New Index Value From April 10, 2009
In connection with the reshuffle of the components of the Natural Rubber Index futures contract, C-Com starts today using the new Index Value based on the components after the reshuffle. The Index Value continues to be announced at 5:45 p.m. every business day.

Shanghai Stock Exchange Takes New Measure To Build Shanghai Into An Int'l Financial Center
Relevant listed companies are required to follow the English version of "Rules Governing the Listing of Stocks on Shanghai Stock Exchange (Revised in 2008)" (the Rules), released by the Shanghai Stock Exchange (SSE). This is another initiative by the SSE to bolster the building of Shanghai into an international financial center.

CFTC Charges Austin, Texas Resident Steven Leigh Shakespeare And His Company, Guardian Futures, Inc., With Fraud And Unauthorized Trading
The U.S. Commodity Futures Trading Commission (CFTC) announced today that it charged Steven Leigh Shakespeare, and his company, Guardian Futures, Inc., both of Austin, Texas, with fraud and unauthorized trading of customer accounts, resulting in combined customer trading losses of at least $196,000.

William D. Perkins Of St. George, Utah Ordered To Pay More Than $2 Million In Sanctions In CFTC Ponzi Scheme Action - Universe Capital Appreciation Commodity Pool, Operated By Perkins, Part Of Larger CFTC Action That Has Resulted In More Than $45 Million
The U.S. Commodity Futures Trading Commission (CFTC) announced that it obtained a federal court order against William D. Perkins of St. George, Utah and Tax Accounting Office (TAO), Perkins’ private bookkeeping service, for more than $2 million in an anti-fraud action brought by the CFTC in 2006. The CFTC action alleged that Perkins fraudulently solicited $3.4 million from investors in a commodity pool he operated under the name Universe Capital Appreciation LLC. (See CFT

FINRA Fines Edward Jones $900,000 For Failing To Timely Deliver Official Statements To Customers In Municipal Bond Sales
The Financial Industry Regulatory Authority (FINRA) announced today that it has fined Edward D. Jones & Co., L.P. of St. Louis $900,000 for its failure to timely deliver official statements to customers who purchased new-issue municipal securities and related supervisory and recordkeeping failures.

CFTC: New York Court Enters Order Imposing A $240,000 Fine And Other Sanctions Against New York State Resident Michael Vitebsky In A Foreign Currency Scam
The U.S. Commodity Futures Trading Commission (CFTC) announced today that it obtained $240,000 in sanctions and a permanent injunction in a consent order against Michael Vitebsky, a resident of New York State, in connection with his participation in an illegal foreign currency (forex) boiler room operation and for violating the anti-fraud provisions of the Commodity Exchange Act. The order also imposes permanent trading and registration bans on Vitebsky.

SEC Charges Georgia Attorney For Conducting Multi-Million Dollar Ponzi Scheme
The Securities and Exchange Commission today charged a Marietta, Ga.-based attorney for operating a Ponzi scheme that sold promissory notes to raise funds that were purportedly invested in real estate transactions, including private mortgages.

At the end of the settlement date of March 31, 2009, short interest in 2,528 NASDAQ Global Market(sm) securities totaled 6,950,034,522 shares compared with 7,246,261,438 shares in 2,521 Global Market issues reported for the prior settlement date of March 13, 2009. The end-of-March short interest represents 3.02 days average daily NASDAQ Global Market share volume for the reporting period, compared with 3.07 days for the prior reporting period.
