Thank you for the invitation to join you this evening at Harvard Law School. It is an honor and a pleasure to speak to this distinguished group. To kick off our conversation, I would like to frame the discussion by offering my views on a key element underpinning the U.S. bank regulatory framework: the role of tailoring. While the principle itself is simple—setting regulatory priorities and allocating supervisory resources in a risk-based way—the consequences of tailoring (or not) can reverberate throughout the banking system, the broader U.S. financial system, and the economy. I see a clear nexus between tailoring and fidelity to the law, including a targeted focus within our statutorily mandated prudential responsibilities.

Thank you for the invitation to address the Council of Institutional Investors, whose members are responsible for combined assets under management of nearly $5 trillion  They include pension plans obligated to act prudently when investing the savings of millions of workers and their families to provide retirement benefits. Council members include state and local government pension plans, which are important to secure the retirement promise made to individuals who have provided a lifetime of public service. It is a promise that I am quite familiar with. As a former California state securities regulator, I am a member of the California Public Employees’ Retirement System (CalPERS). I am also the son of a retired community college instructor, whose retirement has been made possible by the California State Teachers Retirement System (CalSTRS).

Vienna Stock Exchange Index Review: ATX Composition Unchanged, New Free Float Factors For AUSTRIACARD, RBI, RHI And Warimpex

The review of the Austrian indices by the Vienna Stock Exchange results in changes to the calculation factors, while the composition of the national index ATX remains unchanged. The free float factors of Raiffeisen Bank International AG (0.5 to 0.4), RHI Magnesita N.V. (0.7 to 0.5) and Warimpex Finanz- und Beteiligungs AG (0.6 to 0.5) will all decrease, that of AUSTRIACARD HOLDINGS AG will increase from 0.2 to 0.3. The free float factor expresses how many of a company's shares circulate among the public and influences how strongly a share is weighted in the index. The above changes will take effect on 18 March 2024. The next scheduled review of the composition of Austrian indices will take place on 3 September 2024; the free float factors will be reviewed again on 4 June 2024.

On March 5, ISDA submitted a letter to the Board of Governors of the Federal Reserve System, the Federal Deposit Insurance Corporation and the Office of the Comptroller of the Currency to urge them to implement targeted reforms to the supplementary leverage ratio (SLR), the enhanced SLR framework and the risk-based surcharge for global systemically important bank holding companies that are important to preserve the resilience of the US Treasury markets, the US economy and the financial system more broadly.
