CFTC Releases Rule Enforcement Review Of The New York Mercantile Exchange, Inc. And The Commodity Exchange, Inc.

The U.S. Commodity Futures Trading Commission’s (CFTC) Division of Market Oversight (Division) announced today that it has issued the results of a rule enforcement review of the New York Mercantile Exchange and the Commodity Exchange (NYMEX and COMEX or exchanges). The review, which covered a one-year target period, evaluated the exchanges’ market surveillance programs and their compliance with elements of Designated Contract Market Core Principles 2 (Compliance with Rules), 4 (Prevention of Market Disruption), and 5 (Position Limitations or Accountability). The review did not evaluate the exchanges’ procedures for monitoring Exchange for Related Position transactions, which procedures are currently under evaluation by the Division in a separate rule enforcement review.

FCA Cancels Payday Lender’s Interim Permission, Bans Director And Refuses Application To Conduct Regulated Business

The Financial Conduct Authority (FCA) has banned Andrew Barry Hart, the sole director, controller and ultimate owner of Wage Payment and Payday Loans Limited (WPPL), from performing any role in regulated financial services. The FCA has also cancelled WPPL’s interim permission and refused its applications for WPPL to be authorised to carry out regulated activities and for Mr Hart to be an approved person.

Dubai Mercantile Exchange said Tuesday that Oman crude oil breached a 12 month high of over $50 per barrel, as oil markets maintained the upward momentum after OPEC members pledged to curb output for the first time since 2008 at the late-September meeting in Algiers.
