Introduction

Good morning.  It’s great to be with you today.  Before I begin, I want to extend my thanks to Walt Lukken and the entire FIA team for inviting me to share my thoughts.  Also, let me say that the views I express are my own and do not represent the views of the Commission.  As many of you know I worked on Capitol Hill between 2011 and 2017.  As far as I can remember, FIA usually held its annual Law & Compliance (L&C) meeting in Baltimore.  Despite the relatively short distance between Washington, D.C. and Baltimore, I sadly never attended the conference.  My job rarely afforded an opportunity to stray far from the congressional campus — even for a few hours, particularly when the Senate was in session.

CPMI-IOSCO: Despite Ongoing Progress, Some Central Counterparties Still Lag On Risk Management And Recovery Planning

The Committee on Payments and Market Infrastructures (CPMI) and the International Organization of Securities Commissions (IOSCO) today published a report, entitled Implementation monitoring of PFMI: follow-up Level 3 assessment of CCPs’ recovery planning, coverage of financial resources and liquidity stress testing, assessing the progress made by central counterparties (CCPs) in addressing the most serious issues of concern that were identified in an initial Level 3 report published in 2016.

The Options Industry Council (OIC), an industry resource funded by OCC, the world’s largest equity derivatives clearing organization, today shared the results of a new study by Greenwich Associates, How Institutional Investors Use and Think About Exchange-Listed Options, which found that more than 80 percent of institutional investors surveyed who currently use exchange-listed options are satisfied with the performance against major market benchmarks.

PEGAS, the pan-European gas trading platform operated by Powernext, registered a total volume of 147.7 TWh in March 2018, including 1.3 TWh on its options segment. The spot and futures markets reported a total of 146.4 TWh which represents a year-to-year growth of 19% (March 2017: 123.4 TWh), thanks mainly to an increase on PEGAS TTF Spot and Futures and a record-breaking month on PEGAS CEGH VTP Futures.
