Dalian Commodity Exchange, SRPM Sign Strategic Cooperation Agreement

On November 8, Dalian Commodity Exchange (DCE) and Sinopec Refined Products Marketing Co., Ltd. (SRPM) signed a strategic cooperation agreement, and the two sides will carry out comprehensive cooperation in jointly developing the futures for the energy and chemical products, helping the large-sized state-owned enterprise preserve and increase their value through better participation in the futures market and other fields.
It was the first strategic cooperation agreement signed by DCE with a giant state-owned enterprise with China (Sino) heading its name on research and development of futures products, market cultivation and other aspects. -
FS-ISAC And Monetary Authority Of Singapore To Strengthen Cyber Information Sharing Across Nine Countries

The Financial Services Information Sharing and Analysis Center (FS-ISAC) and the Monetary Authority of Singapore (MAS) today launched the FS-ISAC Asia Pacific Regional Analysis Centre’s office and operations in Singapore. The setting up of the Regional Centre in Singapore shows the growing collaboration between the two organisations to fight cybercrime. The Centre currently supports 49 financial institutions across nine Asia Pacific countries.

Financial Services Superintendent Maria T. Vullo today announced that Credit Suisse AG agreed to pay a $135 million fine as part of a consent order with the New York State Department of Financial Services (DFS) for violations of New York banking law, including improper efforts with other global banks, front-running client orders, and additional unlawful conduct that disadvantaged customers. The violations announced today stem from an investigation by DFS determining that from at least 2008 to 2015, Credit Suisse consistently engaged in unlawful, unsafe and unsound conduct by failing to implement effective controls over its foreign exchange business. As part of the consent order, Credit Suisse will also engage a consultant, subject to approval by DFS in its sole discretion, to review and report to the Department about the bank’s remedial efforts with regards to its FX business.

Federal Court Orders Arizona Resident Derek Springfield And His Company, Draven, LLC, To Pay Over $ 2.2 Million In Restitution And A Penalty In CFTC Anti-Fraud Action

The Commodity Futures Trading Commission (CFTC) today announced that Judge David G. Campbell of U.S. District Court for the District of Arizona entered a Consent Order against Defendants Derek Springfield and his company, Draven, LLC (Draven), both of Mesa, Arizona finding that they fraudulently solicited and received at least $1.8 million from approximately 112 commodity pool participants in connection with pooled investments in commodity futures and foreign currency exchange (forex). The Order, entered on November 13, 2017, also finds that the Defendants engaged in fraudulent sales practices, misappropriated pool participant funds, and provided false account statements to pool participants.

ISDA Research Note: Asia-Pacific OTC Derivatives Study

Derivatives markets have grown markedly in Asia-Pacific in the past decade, with Hong Kong and Singapore now pre-eminent in regional trading of FX and interest rate derivatives (IRD). Total IRD daily average turnover in AsiaPacific markets increased to $298.3 billion (US dollars unless otherwise specified) in April 2016 from $187.4 billion in April 2007, while the equivalent figure in FX increased to $1.7 trillion from $1 trillion.
