CFTC Staff Reissues Letter 25-40 Updating Payment Stablecoin Definition

The Commodity Futures Trading Commission’s Market Participants Division today announced it has reissued CFTC Staff Letter 25-40 with a limited revision to the definition of “payment stablecoin.” The revision specifies that a national trust bank may be a permitted issuer of a payment stablecoin for purposes of the no-action position.

Monthly Purchases of overseas listed ETFs by Korean retail investors showed consistently strong demand throughout 2025. The number of ETFs purchased each month ranged between 19 and 32, with the year beginning at 22 ETFs in January, rising to a peak of 32 ETFs in April, and ending with 27 ETFs in December, up from 26 in December 2024.

Nodal continues to be the North American power market leader ending January at 1.5 billion MWh of futures open interest and a 56% market share, representing over $188 billion of notional value (both sides), at the end of January. This is roughly equivalent to the electricity usage of 140 million U.S. households for one year.
