On July 8, 2019, the staffs of the Division of Trading and Markets (“Division”) and the Office of General Counsel of the Financial Industry Regulatory Authority, Inc. (“FINRA”) issued a joint statement regarding broker-dealer custody of digital asset securities. The staffs of the Division and the FINRA are withdrawing, effective immediately, the Joint Staff Statement.

Good afternoon, and thank you for the opportunity to be part of the Small Business Credit Symposium.1 Small businesses are the backbone of our economy, and yet they face significant challenges. As a researcher and public official, I have spent considerable time working on these issues, and today, I would like to address three critical challenges that small businesses face: access to capital, skills development, and network building. Then, given my role as a member of the Federal Open Market Committee, I'll offer my perspective on the impact of economic conditions and the outlook on small businesses and provide some details on the vital role that small businesses play in our economy.

Karl Schimmeck Of Northern Trust Testifies Regarding Need For Reauthorization Of The Cybersecurity Information Sharing Act On Behalf Of SIFMA

Today Karl Schimmeck, Executive Vice President and Chief Information Security Officer of Northern Trust, testified before the U.S. House of Representatives Committee on Homeland Security’s Cybersecurity and Infrastructure Protection Subcommittee at a hearing entitled, “In Defense of Defensive Measures: Reauthorizing Cybersecurity Information Sharing Activities that Underpin U.S. National Cyber Defense.” Schimmeck, who sits on SIFMA’s Cybersecurity Committee, provided an overview of why it is critical for Congress to reauthorize certain key provisions of the Cybersecurity Information Sharing Act (CISA) of 2015 which are set to expire.

The EBA Updates List Of Other Systemically Important Institutions

The European Banking Authority (EBA) today updated the list of other systemically important institutions (O-SIIs) in the EU, which, together with global systemically important institutions (G-SIIs), are identified as systemically important by the relevant authorities according to harmonised criteria laid down in the EBA Guidelines. This list is based on year-end-2024 data and includes the overall score calculated according to the EBA Guidelines and the capital buffer rate that the relevant authorities have set for the identified O-SIIs. The list is available also through a user-friendly visualisation tool.

SIFMA Statement On The Importance Of Exempting Treasuries From Leverage Ratios

SIFMA today released the following statement from Kenneth E. Bentsen, Jr., SIFMA president and CEO, on the need for policymakers to examine exempting Treasuries from leverage ratios to enhance market resiliency:
“Bank-affiliated brokers-dealers are key intermediaries in the U.S. Treasury market. Current capital rules require banks to meet risk-based requirements and two leverage ratios. These leverage ratios, being non-risk-sensitive, often become binding constraints during flight to quality or dash for cash episodes, causing brokers-dealers to reduce their market intermediation activities at just the wrong time. With U.S. Treasury issuance set to grow rapidly, and with the current volatility in the market top of mind, we urge policymakers to exempt Treasuries and central bank deposits from leverage ratio calculations going forward to ensure banks can effectively intermediate the Treasury market.”
