    The global economic growth deceleration is looming, but it has not yet entered a recession. Monetary policy divergence is apparent after inflation has not been eased as much as expected. According to the latest US labor market's readings, non-farm payroll is still healthy while unemployment rate remains at a low level, resulting in the slower-than-expected decline in inflation. Even though Federal Reserve (Fed) sees rate cuts on the horizon, investors are increasingly concerned that Fed pivot could be delayed and the baht’s downside bias remains intact, accordingly. Moreover, offshore fund outflows from equity market, particularly big-cap stocks, are expected to continue but small to mid-cap stocks are increasingly catching investors’ eyes.

    On March 29, Shenzhen Stock Exchange (hereinafter referred to as the SZSE) issued the "Rules of Shenzhen Stock Exchange for Asset-backed Securities Business" (hereinafter referred to as the "ABS Business Rules") and three supporting business guidelines, namely, the "Guidelines No. 1 for Supervision over Asset-backed Securities within the Duration - Periodic Reports", "Guidelines No. 2 for Supervision over Asset-backed Securities within the Duration - Extraordinary Reports", and "Guidelines No. 3 for Supervision over Asset-backed Securities within the Duration - Credit Risk Management" (hereinafter referred to as "Guidelines for Periodic Reports", "Guidelines for Extraordinary Reports", and "Guidelines for Credit Risk Management" respectively). The purpose is to steadily build a regulatory framework for asset-backed securities business that takes business rules as the core, business guidelines as the backbone, and business guides as the supplements.

    Several weeks ago, the Securities and Exchange Commission hosted a seminar for law student clinics that represent investors in securities arbitrations and mediations. These students fill a very important void by serving investors, particularly those with relatively small claims, who might not otherwise be able to find representation in disputes with their brokers. Perhaps the impressive students who spoke at the event will inspire other law schools to start such clinics. Too few of these clinics exist now, however, to meet the demand for representation in securities arbitrations. The void of representation for investors with low-dollar claims remains particularly acute. A proposed FINRA rule could exacerbate the problem by preventing non-lawyers from getting compensated to represent investors in arbitration proceedings. Today, the Commission opened a thirty-day period for interested parties to file statements supporting or opposing this change. I urge the public to help us think about whether this rule is designed to prevent fraudulent and manipulative acts and practices, to promote just and equitable principles of trade, and to protect investors and the public interest.
