Zhengzhou Commodity Exchange: Announcement On The Listing Of PK2505

DTCC Comments On Industry’s T+1 Progress

Today, May 30, 2024, DTCC issued the following statement:
T+1 was introduced in the U.S. on Tuesday, May 28, and the industry has been operating on an accelerated settlement cycle since that time.
Affirmation Rates
Our analysis shows that as of yesterday, May 29, 94.55% of transactions were affirmed by the Depository Trust Company (DTC) cutoff time of 9:00PM ET on trade date. This represents a significant change from the affirmation rate observed at the end of January (73%).

New York State Department of Financial Services (DFS) Superintendent Adrienne A. Harris today issued guidance requiring DFS-regulated virtual currency entities to maintain and implement effective policies and procedures to promptly address customer service requests and complaints. The guidance requires VCEs to collect relevant data so that the Department can assess whether they are resolving customer service requests and complaints in a timely and fair manner.

To Whom It May Concern:
This joint proposal from the Bank of England and the Financial Conduct Authority (together, “the UK regulators”) for a digital securities sandbox (“DSS”) reflects a commendable commitment to incorporating innovation into the financial system. The sandbox is designed to generate real-world insights about whether distributed ledger technology (“DLT”) could streamline the issuance, trading, and settlement of securities without undermining investor protection, market integrity, or financial stability. As the consultation aptly notes, “use of developing technology, such as DLT, has the potential to change settlement by offering increased speed and efficiency, while potentially removing the need for intermediaries,” but opportunities for testing the technology have been limited.[2] I write to make the case for a cross-border sandbox between our respective jurisdictions, which would build on the promise of the DSS and serve our investors, market participants, and regulators. This letter outlines one simple approach that our jurisdictions could take to implementing a cross-border sandbox. It reflects my sole views as a Commissioner of the United States Securities and Exchange Commission (“Commission”) and does not necessarily reflect the views of my fellow Commissioners, the Commission, or any other department of the United States government.

Canadian Securities Regulators Propose Changes To Assurance Report Requirements For Designated Benchmarks

The securities regulatory authorities of British Columbia, Alberta, Saskatchewan, Ontario, Québec, New Brunswick, Nova Scotia, Yukon and Northwest Territories today published proposed changes to assurance report requirements for designated benchmarks to address certain technical issues encountered by accounting firms when preparing these reports.
