  • Federal Reserve Board: Opening Remarks By Governor Bowman At The Eighth Annual Fintech Conference

    Good morning.1 It is a pleasure to join you for the second day of the Eighth Annual Fintech Conference hosted by the Federal Reserve Bank of Philadelphia. While I am disappointed not to be able to join you in person this morning, I am pleased to be among the more than 1,000 participants joining today's discussion online. The agenda today promises to be just as informative and thought-provoking as yesterday's session.

  • ICE First Look At Mortgage Performance: September Sees Prepayments At Two-Year High, Slowly Rising Mortgage Delinquencies

    • The national delinquency rate rose 14 basis points to 3.48% in September, up 4.3% from August and 5.7% year over year
    • September marked the fourth consecutive year-over-year rise in mortgage delinquencies, the longest such stretch since early 2018 outside of the initial impact of the COVID pandemic
    • A 5.9% bump brought serious delinquencies (90+ days past due but not yet in active foreclosure) to a 16-month high and delivered a second consecutive month of year-over-year increases
    • 30-day delinquencies hit a three-month high and 60-days were at the highest since January 2021; foreclosure activity remained muted, with both starts and sales/completions down in September
    • The number of loans in active foreclosure was up marginally (+0.4%) month over month but down 12.5% from this time last year and still 34% below pre-pandemic levels
    • Prepayment activity rose to a level not seen since August 2022; a +2.5% increase from the month prior and up +43.2% from last September

  • Ontario Securities Commission Announces $150,000 Award To International Whistleblower

    The Ontario Securities Commission (OSC) has issued an award of nearly $150,000 to an international whistleblower who provided information about significant issues at an early-stage firm. While not an employee, the whistleblower had access to non-public and hard-to-detect information that was brought to the attention of the OSC.

  • The EBA Releases A First Draft Of The Technical Package For Its 4.0 Reporting Framework

    The European Banking Authority (EBA) published today a draft technical package for version 4.0 of its reporting framework. This publication aims to provide an early version of the 4.0 release given that its reporting obligations will apply as of the first half of 2025. This package, whose final version will be released in December 2024, will facilitate a smoother transition to the new data point model (DPM) semantic glossary and the capabilities of the DPM 2.0 model.
