    Simon Toyne of the US oil trading company Hess Energy Trading Company LLC (HETCO) has been appointed the first chairman of the Baltic's Freight Market Information Users' Group's (FMIUG) tanker section. This follows the recent appointment of Linda Kongerslev of German shipowning company Egon Oldendorff as chairman of the Baltic group's dry section.

    NASD today conducted its Annual Meeting, during which the membership of NASD voted to elect four people to the NASD Board of Governors. Two of the individuals, William C. Alsover and Sharon P. Smith, were elected to a second term of three years.     A comprehensive economic study published today by the Investment Company Institute demonstrates that portfolio management fee levels at mutual funds and pension funds are quite similar. The ICI study refutes suppositions about pension fund and mutual fund fees first advanced in an Iowa law journal article and more recently cited by New York Attorney General Eliot Spitzer.
