Announcement On The Amendments To The Measures For Trading Management Of Dalian Commodity Exchange And The Measures For Membership Management Of Dalian Commodity Exchange

Upon discussion and approval at the 42st meeting of the 4th Board of Governors of Dalian Commodity Exchange, the amendments to the Measures for Trading Management of Dalian Commodity Exchange and the Measures for Membership Management of Dalian Commodity Exchange are hereby promulgated and shall come into force on the date of promulgation.

To implement the national strategy to steadily advance the opening-up of China’s financial markets, the mutual access between the Mainland and Hong Kong interest rate swap markets (“Swap Connect”) was launched on 15 May 2023. Since the launch, the trading and clearing arrangements of Swap Connect have been operating smoothly and its trading volume has been on the rise with active participation of Mainland and overseas investors.

The Group Delivery Management Rules of the Shanghai Futures Exchange has been reviewed and adopted by the Board of Directors of Shanghai Futures Exchange (SHFE), and reported to the China Securities Regulatory Commission. It shall take effect from May 13, 2024.

CFTC Issues Proposal On Event Contracts - Proposal Also Defines Event Contracts Involving Political Contests As Gaming

The Commodity Futures Trading Commission today issued a Notice of Proposed Rulemaking to further specify types of event contracts that fall within the scope of Commodity Exchange Act (CEA) section 5c(c)(5)(C) and are contrary to the public interest. The Commission has recently observed an increase in the number and variety of event contracts listed for trading by CFTC-registered exchanges. In addition, the Commission has recently received applications for exchange registration, and expressions of interest regarding registration, from entities indicating that they are interested in listing event contracts for trading.
