The Monetary Authority of Singapore (MAS) issued for consultation today proposed regulations for central clearing of over-the-counter (OTC) derivative contracts. Central clearing seeks to mitigate the counterparty credit risks inherent in OTC derivatives trades.

Recent events and commentary raise concerns about a possible deterioration in liquidity at times of market stress, particularly in fixed income markets.1 These concerns are highlighted by several episodes of unusually large intraday price movements that are difficult to ascribe to any particular news event, which suggest a deterioration in the resilience of market liquidity. For example, on the morning of October 15, 2014, 10-year U.S. Treasury yields gyrated wildly, and the intraday movement in Treasury prices was 6 standard deviations above the mean. In addition, after 4 p.m. on March 18 EDT of this year, a meeting day for the Federal Open Market Committee, the U.S. dollar depreciated against the euro by 1.75 percent in less than three minutes, an unusually large drop in such a short interval. A few weeks later, markets experienced some very large intraday movements in the price of German bunds during times of little market news.

European Financial Stability Facility Takes Note Of Greeceās Non-Payment To IMF

The European Financial Stability Facility (EFSF) takes note of a public statement of the International Monetary Fund (IMF) that a Greek non-payment has occurred. It is the EFSF’s understanding that the IMF Managing Director has informed the IMF Executive Board. This will be confirmed by a meeting of the Executive Board, expected later today. For the EFSF, this would constitute an event of default for certain EFSF loans.

Nasdaq OMX Nordic Trading Statistics June 2015

Nasdaq (Nasdaq:NDAQ) today publishes monthly trade statistics for the Nordic1 and Baltic2 markets. Below follows a summary of the statistics for June 2015:
The share trading increased by 29.6% to a daily average of 2.917bn EUR, compared to 2.251bn EUR in June 2014. Compared to the previous month, May 2015, the daily average decreased by 10.3 %.
- Derivatives trading increased by 13.8% to a daily average of 453,297 contracts, compared with 398,375 contracts in June 2014.
- ETF trading3 (Exchange Traded Funds) increased by 8.8% to a daily average of 50.7m EUR compared to 46.6m EUR in June 2014.

ESMA Issues Q&A On Anti-Money Laundering And Investment-Based Crowdfunding Platforms

The European Securities and Markets Authority (ESMA) has issued today Questions and Answers (Q&A) in order to promote the sound, effective and consistent application of rules on anti-money laundering and terrorist financing to investment-based crowdfunding platforms. The Q&A aims to promote common supervisory approaches and practices in the application of anti-money laundering rules to investment-based crowdfunding. It provides responses to questions posed by national competent authorities in the course of ESMA’s work on investment-based crowdfunding, drawing on expert input from the Joint Committee sub-committee on Anti-Money Laundering.
