ESMA Issues Favourable Opinion Extending Greek HCMC Short Selling Ban On Bank Shares

The European Securities and Markets Authority (ESMA) has issued its official opinion agreeing to an extension of the emergency short selling prohibition by the Hellenic Capital Market Commission (HCMC) on the shares of certain credit institutions under the Short Selling Regulation that expires at 24:00:00 (CET) on Monday 7 December 2015.

The U.S. Commodity Futures Trading Commission (CFTC) today issued an Order againstTotal Gas & Power North America, Inc. (TGPNA) and Therese Tran (formerly known as Therese Nguyen), bringing and settling charges for attempted manipulation of natural gas monthly index settlement prices at four major trading hubs in Texas and elsewhere in the southwest during monthly settlement periods known as “bid-week.” The Order also finds that TGPNA and Tran employed a manipulative device in connection with their purchasing and/or selling large volumes of fixed-price natural gas during bid-week. Tran is a natural gas trader in Houston, Texas, and TGPNA is a natural gas trading and marketing firm headquartered in Houston.

The U.S. Commodity Futures Trading Commission (CFTC) today issued an Order filing and simultaneously settling charges against Garen Ovsepyan of Glendale, California, and his companiesSharpe Signa, LLC and Haeres Capital, LLC (collectively, Respondents) for making false statements to the CFTC in their notices of exemption from registration. The CFTC Order also settles charges that Ovsepyan and Sharpe had engaged in foreign currency (forex) solicitation fraud, and that Sharpe had operated as a Commodity Trading Advisor (CTA) without being registered with the CFTC, in violation of the Commodity Exchange Act (CEA).
