OCC And U.S. Securities Markets Coalition Comment On Final 871(m) Regulations

OCC and the U.S. Securities Markets Coalition submitted a letter to the Department of the Treasury and the Internal Revenue Service addressing certain issues raised for listed options by the final section 871(m) regulations issued on September 18, 2015. In the letter, the Coalition acknowledges the tremendous effort that went into crafting the final regulations, but recommends certain clarifications and improvements to them as they apply to listed options to help lessen the compliance burdens imposed on broker-dealers. The letter includes a recommendation that the regulations permit the deltas of listed options to be determined based on the prior day’s closing prices and permit broker-dealers and other parties to use end-of-day deltas generated by OCC.

U.S. Commodity Futures Trading Commission (CFTC) Commissioner J. Christopher Giancarlo, who serves as the sponsor of the CFTC’s Energy and Environmental Markets Advisory Committee (EEMAC or Committee), announced today that the Committee has submitted to the CFTC a report and recommendations approved by an 8-1 vote of the EEMAC. The report also includes a minority dissent.

Thank you and good morning. It’s good to be here for another meeting of the Energy and Environmental Markets Advisory Committee. This meeting is particularly timely given the multiplicity of challenges that energy end-users face today, including volatile fuel prices, global pressures and the reduced capacity of their traditional counterparties – the banks – to enter into transactions because of their own capital pressures. The Board of Directors of BME, in compliance with the Spanish law, today agreed to acquire full ownership of Infobolsa, S.A from Deutsche Börse AG, following an ongoing process of negotiations that has taken place over the last few months. BME has executed the acquisition today. The agreement also includes the acquisition of Infobolsa’s wholly-owned subsidiaries Difubolsa – Serviços de Difusão e Informação de Bolsa, S.A. and Infobolsa Deutschland GmbH. Consequently, BME, through Infobolsa, will also become the owner of Open Finance, S.L.
