SEC Issues Exemptive Order Regarding Compliance With Certain Rules Under Regulation NMS

The Securities and Exchange Commission today issued an order granting temporary exemptive relief from certain compliance dates adopted under Regulation NMS: Minimum Pricing Increments, Access Fees and Transparency of Better Priced Orders as follows:
- Rules 600(b)(89)(i)(F) and 612 of Regulation NMS implementing the amended minimum pricing increment: Until the first business day of November 2026.
- Rule 610(c) of Regulation NMS implementing the amended access fee caps: Until the first business day of November 2026.
- Rule 610(d) of Regulation NMS implementing the requirement that exchange fees be determinable at the time of execution: Until the first business day of February 2026.

Ontario Securities Commission Settlement With Jessica Tam In Insider Trading Scheme Approved By Capital Markets Tribunal

A panel of the Capital Markets Tribunal has approved the Ontario Securities Commission’s (OSC) Settlement Agreement with Jessica Tam in relation to an insider trading scheme. Ms. Tam was involved in an insider trading scheme with two individuals who recently entered a settlement agreement with the OSC on September 30, 2025.

Persistent Differences In National Loan Recovery Outcomes Reinforce Case For EU Insolvency Harmonisation, The EBA Analysis Finds

The European Banking Authority (EBA) today published its second Report on the benchmarking of national loan enforcement frameworks across the EU Member States. The Report, which was compiled in response to the EU Commission’s call for advice in the context of the Savings and Investment Union’s agenda, calculates the benchmarks for loan recovery outcomes for the EU 27 aggregates and for the individual Member States. The results highlight a high degree of dispersion among different categories of loans, and across the EU27 Member States, for most of the benchmarks and loan categories. In addition, the Report underscores the importance of certain elements related to both the legal framework and the judicial capacity to improve the recovery outcomes.

The said amendment concerns Article 8, “Rules on Adjustment of Contract Rights and Obligations in cases of Corporate Action”, and specifically the case of conversion of the underlying shares into new securities, when the exchange ratio is 1 to 1.
