In remarks prepared for a conference in Brussels, Belgium tomorrow, SIA Chairman Richard E. Thornburgh said that two European Union directives, while fundamentally sound, must be amended to avoid harming Europe's capital markets. The first, the Transparency Obligations Directive, would require non-EU issuers to use two different accounting methods if the EU does not recognize domestic accounting requirements as "equivalent" to those of the International Accounting Standards Board. Eurex, the world's largest derivatives exchange, announced on Tuesday it has adapted the launch schedule of its new U.S.-based futures exchange Eurex US to a February 8 launch, subject to Commodity Futures Trading Commission (CFTC) approval. Eurex US is currently seeking approval from the U.S. regulator CFTC, which announced earlier on Tuesday that it will consider Eurex US' application on February 4.

The U.S. Commodity Futures Trading Commission (CFTC) will hold an open meeting beginning at 10:00 a.m., on Wednesday, February 4, 2004, to consider the application of the U.S. Futures Exchange, LLC (EUREX US), for contract market designation. The meeting will be held in the Commission's Washington, D.C. headquarters, Three Lafayette Centre, 1155 21st Street, N.W., in the first-floor hearing room.

The Chicago Board Options Exchange (CBOE) today announced that the CBOE Futures Exchange, LLC (CFE) will begin trading on Friday, March 26, 2004, pending final regulatory approval. The first product to be traded on CFE will be futures on the CBOE Volatility Index (VIX). CFE received formal approval as a designated contract market from the Commodity Futures Trading Commission (CFTC) in August 2003.

Singapore Exchange (SGX) today announced the addition of SGX's Nikkei 225 Futures onto its successful Mutual Offset link with the Chicago Mercantile Exchange (CME). This will take effect on 23 February 2004 immediately after CME launches an identical contract to be traded during the other half of the day.
