    The Singapore Commodity Exchange (SICOM) is pleased to announce the election of Mr Patrick Hays as the new Chairman of the SICOM Board of Directors with effect from 1 July 2003. Mr Hays is the Managing Director of Societe des Matieres Premieres Tropicales Pte Ltd (SMPT) a company of the Michelin Group. SMPT purchases all the natural rubber for the parent company Michelin that has a global tyre market share of about 20%.

    Clearstream has launched a new borrowing and lending program that puts German federal securities at the disposal of market participants without a lending fee from late in the afternoon until early in the morning.     The U.S. Commodity Futures Trading Commission (CFTC) is proposing a new margin-based or risk-based approach for determining the minimum capital requirements for futures commission merchants (FCMs).
