Hong Kong Futures Exchange Announces Revised Margins For H-Shares Index Futures Contract
Hong Kong Futures Exchange Limited (HKFE), a wholly-owned subsidiary of Hong Kong Exchanges and Clearing Limited (HKEx), announced that with effect from the commencement of trading on Monday, 29 December 2003, the minimum margins to be collected by an Exchange Participant from its clients in respect of their dealings in the following futures contract will be as outlined in the table below. The adjustments are based on the clearing company's normal procedures and standard margining methodology.

Copenhagen Stock Exchange: Four 'SKAGEN Fondene' Admitted To The XtraMarked
On 5 January 2004, the Copenhagen Stock Exchange will be admitting four investment funds from Norwegian SKAGEN Fondene to the XtraMarked - the Exchange's authorised market place for non-stock market listed investment funds.

Commission Settles Civil Fraud Action Against Vivendi Universal, S.A., Its Former CEO, Jean-Marie Messier, And Its Former CFO, Guillaume Hannezo - Company To Pay $50 Million In Civil Money Penalties - Money To Go To Investors Harmed By The Fraud - Messier
The Securities and Exchange Commission (Commission) announced today that it filed and simultaneously settled a civil fraud action against Vivendi Universal, S.A. (Vivendi), its former CEO, Jean-Marie Messier (Messier), and its former CFO, Guillaume Hannezo (Hannezo). The settlements include Vivendi's consent to pay a $50 million civil money penalty. The settlements also include Messier's agreement to relinquish his claims to a 21 million severance package that he negotiated just before he resig

CBOT® U.S. Treasury Futures Become Eligible For Exchange-For-Swap Transactions Jan. 2
The Chicago Board of Trade (CBOT) today announced that on January 2, 2004, CBOT U.S.Treasury futures will become eligible for exchange-for-swap (EFS) transactions, allowing market participants to exchange over-the-counter interest rate swap agreements for CBOT U.S. Treasury Bond and U.S. Treasury Note futures contracts.

APX UK Is To Acquire The Business Activities Of UKPX, A Part Of OMHEX
Yesterday, APX and OMHEX signed an agreement that APX will acquire the business activities of UKPX. The closing of the acquisition is anticipated in mid-2004 once certain operational and regulatory matters have been settled, and subject to the London-based Financial Services Authority not having objected to the transfer.

UK's Financial Services Authority Bans Insurance Cover For Regulatory Fines
Regulated firms and individuals will not be able to use insurance to pay FSA fines under new rules approved yesterday. This change, which comes into effect from 1 January 2004, is intended to ensure that anyone who is fined must pay the fine themselves rather than claim it against insurance.
