Remarks By FINRA Chairman And CEO Rick Ketchum At The Security Traders Association Annual Conference

Thank you Jim [Toes] for that introduction, and thanks STA for the invitation to join you this morning.
Today, I want to reflect on recent market structure changes and the volatility that has defined the markets over the last year. Since the flash crash of May 6, the markets have not really stabilized. The CBOE Volatility Index has hovered between 35 and 50 since August 2011 with no apparent end in sight. Given no relief-based macroeconomic news, as the SEC considers a proposal to introduce limit up/limit down restrictions to complement single stock trading pauses and a proposal to narrow the triggers for and shorten market-wide circuit breakers, I think it's a good time to assess whether the markets have been sufficiently shored up in response to May 6 and whether we should be thinking about additional steps, consistent with continuing to facilitate efficient price discovery and market liquidity.

ESMA Publishes An Opinion On Practical Arrangements For The Late Transposition Of The UCITS IV Directive

The deadline for the transposition of the UCITS IV Directive into national legislation was 1 July 2011. However, most Member States (MS) have not yet fully transposed the Directive and its implementing measures. Late transposition can create difficult situations where some competent authorities may not have the legislative framework in place to allow a proper implementation of the Directive.

HKFE Announces Revised Margins For China Merchants Bank Futures

Hong Kong Futures Exchange Limited (HKFE), a wholly-owned subsidiary of Hong Kong Exchanges and Clearing Limited (HKEx), has announced that with effect from the commencement of trading on Monday, 17 October 2011, the minimum margins to be collected by an Exchange Participant from its clients in respect of their dealings in the following futures contract will be as outlined in the table below.
