FINRA Increases Transparency In The TBA Market For Agency Pass-Through Mortgage-Backed Securities

The Financial Industry Regulatory Authority (FINRA), on Monday November 12, significantly increased transparency in the so-called "To-Be-Announced" (TBA) market for agency pass-through mortgage-backed securities. This market represents more than $270 billion traded on an average daily basis in 8,400 trades. Through the Trade Reporting and Compliance Engine (TRACE), FINRA has begun disseminating TBA transaction information, including the CUSIP, time of transaction, price, size and other related information.

Ms. Cunningham will report to Christine Sandler, Executive Vice President, Global Sales and will begin her new role on Dec. 10, 2012.

- Share volumes traded across Tape A, B, and C increased 3% monthly and decreased 30% annually to 128 billion shares (see chart).
- In October 2012, off-exchange trading accounted for 33% of the shares traded in NMS Equity Securities.
- Share volumes in NYSE-listed securities increased 3% monthly and decreased 29% annually to 72 billion shares.
- NASDAQ-listed securities share volume increased 8% monthly and decreased 17% annually to 35 billion shares.

Attorney General Eric T. Schneiderman today announced a settlement of over $210 million with the Ivy Asset Management, LLC, a Bank of New York Mellon subsidiary that advised clients to invest with Bernard Madoff. The settlement concludes lawsuits against Ivy by the Attorney General, the United States Department of Labor, and private plaintiffs, and provides for the payment of $210 million by the firm and approximately $9 million by other defendants. When added to future amounts Madoff investors anticipate receiving from the Madoff bankruptcy proceeding, today's settlement is expected to return all or nearly all the original investment to those defrauded by the Ponzi scheme in this case.
