Good morning!

It’s a great pleasure to attend the sixth Members Assembly of SHFE. This Members Assembly, a big event in the futures industry, is of significance in improving the governance of SHFE and promoting the sound development of the futures market. First of all, I would like to extend, on behalf of CSRC, my warm congratulations on the holding of this Assembly and my sincere gratitude to futures market professionals as well as those who, over time, have been interested in and given support for the development of China’s futures and derivatives markets. Also, I would like to take this opportunity to share my views with you.

SEC Provides Regulatory Relief And Assistance For Hurricane Victims

The Securities and Exchange Commission today announced that it is providing regulatory relief to publicly traded companies, investment companies, accountants, transfer agents, municipal advisors and others affected by Hurricane Harvey, Hurricane Irma, and Hurricane Maria.  The loss of property, power, transportation, and mail delivery due to the hurricanes poses challenges for some individuals and entities that are required to provide information to the SEC and shareholders. 

Canadian Scurities Regulators Announce Ban On Binary Options

The Canadian Securities Administrators (CSA) today announce the implementation of Multilateral Instrument 91-102 Prohibition of Binary Options, which makes it illegal to advertise, offer, sell or otherwise trade binary options shorter than 30 days with any individual.

US Agencies Extend Next Resolution Plan Filing Deadline For Certain Domestic And Foreign Banks - Board Of Governors Of The Federal Reserve System, Federal Deposit Insurance Corporation

The Federal Reserve Board and the Federal Deposit Insurance Corporation today extended the next resolution plan filing deadline for eight large domestic banks by one year to July 1, 2019. The extension will provide the time needed for firms to remediate any weaknesses identified in their July 2017 submissions and to prepare and improve their next resolution plan submissions.

CFTC Orders Morgan Stanley & Co. LLC. To Pay $500,000 For Supervision Failures - Firm’s Failure To Implement And Maintain Adequate Systems And Procedures For Reconciliation Of Exchange And Clearing Fees Led To Customer Overcharges At Times

The Commodity Futures Trading Commission (CFTC) today issued an Order filing and simultaneously settling charges against Morgan Stanley & Co. LLC (MSCO), a Delaware limited liability company headquartered in New York City, for failing to diligently supervise the reconciliation of exchange and clearing fees with the amounts it ultimately charged customers for certain transactions on the CME Group, ICE Futures US, and other exchanges. MSCO is registered with the CFTC as a Futures Commission Merchant and a provisionally registered Swap Dealer.

SEC Detects Brokers Defrauding Customers

The Securities and Exchange Commission today charged three New York-based brokers with making unsuitable recommendations that resulted in substantial losses to customers and hefty commissions for the brokers.  One of the brokers agreed to pay more than $400,000 to settle the charges.

ISDA: Proposed Moratoria Under The BRRD And The impact On The Universal Stay Protocol

The ISDA 2015 Universal Resolution Stay Protocol (Universal Stay Protocol), developed by ISDA in close coordination with the Financial Stability Board (FSB) and a number of national resolution authorities, addresses a major impediment to the resolvability of global financial institutions. By ensuring counterparties to an entity in resolution are on equal footing with respect to the exercise of default rights, regardless of the governing law of their agreements with that entity, the Universal Stay Protocol is a critical part of efforts to end ‘too big to fail’.
