On the problem at Mizuho Bank, you expressed the opinion prior to departing for the G20 meeting that it was regrettable that Mizuho Bank’s explanation differed from the one it gave during the inspection, but this also points to the fact that the inspection by the Financial Services Agency did not spot Mizuho Bank’s false explanation. Please give us your views on whether there was a problem with the way the inspection was conducted.

With regard to inspections conducted at individual financial institutions, I have no comment on specific interactions with the financial institutions and such. On this particular matter, an order demanding submission of a report is being carried out in accordance with Article 24 of the Banking Act and, as we would like to consider future steps in light of that report, I have no further comments at this time.

CFTC’s Division Of Market Oversight Provides Time-Limited No-Action Relief To GTX SEF LLC

The Commodity Futures Trading Commission’s (Commission or CFTC) Division of Market Oversight (DMO) today announced the issuance of a no-action letter providing time-limited relief for GTX SEF LLC (GTX). DMO will not recommend that the Commission take enforcement action against GTX SEF for failure to register as a swap execution facility (SEF) under Section 5h(a)(1) of the Commodity Exchange Act (Act) or Commission Regulation 37.3(a)(1), or against any market participants for use of, or other relationships with, GTX SEF, based on GTX SEF’s failure to register as a SEF.

Canadian Securities Regulators Introduce Amendments To Oil And Gas Disclosure Requirements

The Canadian Securities Administrators (CSA) today are requesting comment for proposed amendments to National Instrument 51-101 Standards of Disclosure for Oil and Gas Activities and related forms, which are designed to improve and clarify the disclosure of oil and gas reporting issuers.

The U.S. Commodity Futures Trading Commission’s (Commission’s) Division of Swap Dealer and Intermediary Oversight (DSIO) today issued a no-action letter that provides relief for certain non-U.S. persons that are not guaranteed or conduit affiliates of U.S. persons with respect to counting for purposes of the de minimis calculation.
