Dalian Commodity Exchange: Notice On Carrying Out New Round Of Warehouse Receipts Switch Pilot Program On Oils And Soybean Meal

In order to promote the effective functioning of the oils and soybean meal futures market and provide the clients with more convenient delivery services, based on the experience in the previous pilots for the switch of warehouse receipts on oils and soybean meal futures, DCE will join hands with the major groups to launch the new round of pilot program for the switch of warehouse receipts on Soybean Meal, Soybean Oil and RBD Palm Olein, in a bid to further reduce the warehouse receipt switch costs and increase opportunities for switch application in delivery months, with the newly added application time on the seventh trading day of the delivery month. Meanwhile, the move will increase the number of the pilot groups and improve the quotation system. The new round of warehouse receipts switch business will be operated on the “OTC market comprehensive service platform” (http://otc.dce.com.cn/portal/swap/index).

CFTC Staff Issues Interpretative Guidance Regarding The Use Of A “Firm Or Forced Trades” Process By Derivatives Clearing Organizations

The U.S. Commodity Futures Trading Commission’s (Commission) Division of Market Oversight and Division of Clearing and Risk today issued a letter providing the divisions’ view that the use of a “firm or forced trades” process by a derivatives clearing organization (DCO) to determine the price of certain swaps for which public market prices are not available will not by itself require a DCO to register as a swap execution facility.

CFTC Staff Issues Interpretation Regarding Consistency between CFTC Regulations Applicable to Derivatives Clearing Organizations and the Principles for Financial Market Infrastructures

The U.S. Commodity Futures Trading Commission’s (Commission or CFTC) Division of Clearing and Risk (DCR) today issued an interpretation to clarify the consistency of the Commission’s Part 39 regulations applicable to derivatives clearing organizations (DCOs) with the CPMI-IOSCO Principles for Financial Market Infrastructures (PFMIs) relating to certain risk management standards. These risk management standards address, among other things, risks associated with the following: exchange-of-value settlement services; DCOs’ link arrangements; the requirement to use central bank services (where available and practicable); and requirements regarding the due diligence on custodian banks.
