  • Opening Statement Of CFTC Commissioner J. Christopher Giancarlo Before The February 25, 2016, Meeting Of The Energy And Environmental Markets Advisory Committee

    Good morning and welcome to the first 2016 meeting of the CFTC’s reconstituted Energy and Environmental Markets Advisory Committee (“EEMAC”). I would like to welcome new members to the EEMAC and to today’s meeting: Ms. Susan Bergles, Assistant General Counsel, American Gas Association, Mr. Raymond A. Kahn, Board Member, Futures Industry Association, Mr. Michael Padgett, Vice President, Energy and Carbon Strategy, Alcoa Energy and Ms. Arushi Sharma Frank, Director of Regulatory Affairs and Counsel, Electric Power Supply Association. In addition, Professor Craig Pirrong, who was formerly an Associate Member, is now a full member. I welcome the Honorable Kenneth W. Anderson, Jr., Commissioner of the Public Utility Commission of Texas, who has come up from Austin to participate in our first panel. I also want to recognize and thank EEMAC member, Dena Wiggins, who will serve as today’s meeting Chair.

  • OCC And U.S. Securities Markets Coalition Comment On Final 871(m) Regulations

    OCC and the U.S. Securities Markets Coalition submitted a letter to the Department of the Treasury and the Internal Revenue Service addressing certain issues raised for listed options by the final section 871(m) regulations issued on September 18, 2015.  In the letter, the Coalition acknowledges the tremendous effort that went into crafting the final regulations, but recommends certain clarifications and improvements to them as they apply to listed options to help lessen the compliance burdens imposed on broker-dealers.  The letter includes a recommendation that the regulations permit the deltas of listed options to be determined based on the prior day’s closing prices and permit broker-dealers and other parties to use end-of-day deltas generated by OCC.

    On the back of an excellent performance by the Johannesburg Stock Exchange (JSE), which saw group earnings after tax for 2015 increasing by 42% to R899 million (2014: R634 million), CEO Nicky Newton-King stressed the importance of greater collaboration between business, the government and other stakeholders to ensure sustained growth for the country as a whole.
