CFTC Proposes To Amend Rules Governing Chief Compliance Officer Duties And Annual Reports For Certain Registrants

The U.S. Commodity Futures Trading Commission (CFTC) announced today that it will publish in the Federal Register proposed amendments to Part 3 of its regulations. The proposed amendments would: 1) define “senior officer” in Regulation 3.1; 2) clarify the duties of a Chief Compliance Officer (CCO) of a futures commission merchant, swap dealer, or major swap participant; and 3) modify the CCO annual report’s content and submission requirements.

Letter to the Secretary
Dear Mr. Secretary:
The pace of economic activity slowed at the start the year, but some pick-up in the second quarter appears likely. Real GDP edged up 0.7% (annual rate) in the first quarter, held back by a slowdown in consumption spending and inventory investment. By contrast, business fixed investment accelerated in the first quarter, and residential investment expanded at a double-digit pace. Smoothing through the volatility, real GDP has expanded 1.9% over the last four quarters.

The Committee convened in a closed session at the Hay Adams Hotel at 9:00 a.m. All members, with the exception of Christine Hurtsellers, were present. Counselor to the Secretary Craig Phillips, Fiscal Assistant Secretary David Lebryk, Acting Assistant Secretary for Financial Markets Monique Rollins, Director of the Office of Debt Management Fred Pietrangeli and Deputy Director of the Office of Debt Management John Dolan welcomed the Committee. Other members of Treasury staff present were Dave Chung, Ken Phelan, Jared Roscoe, Tom Katzenbach, Chris Cameron, Mike Puglia and Kanna Nakamura. Federal Reserve Bank of New York staff members Nathaniel Wuerffel, Frank Keane, Ellen Correia-Golay, and Nick Steele were also present.

Office Of The Comptroller Of The Currency Releases CRA Evaluations For 18 National Banks And Federal Savings Associations

The Office of the Comptroller of the Currency (OCC) today released a list of Community Reinvestment Act (CRA) performance evaluations that became public during the period of April 1, 2017 through April 30, 2017. The list contains only national banks, federal savings associations, and insured federal branches of foreign banks that have received ratings. The possible ratings are outstanding, satisfactory, needs to improve, and substantial noncompliance.

European Commission Takes Next Step In Article 50 Process By Recommending Draft Negotiating Directives

The College of Commissioners has today sent a recommendation to the Council to open the Article 50 negotiations with the United Kingdom. It includes draft negotiating directives. This legal mandate follows the adoption on Saturday by the European Council of political guidelines.
