The Capital Market Authority ("CMA") invited specialists, interested parties and the public to provide their comments and observations on the Draft Instructions on the Price Stabilisation Mechanism for Initial Public Offerings ("Draft Instructions"), which is available on its CMA's  official website for a period of 30 calendar days from of its publication. The CMA assured that all received comments and observations will be taken in consideration for the purpose of adopting the final version of the Instructions.

My views on the Volcker Rule are no secret.[1] Although I share the concerns that led to the enactment of this provision of the Dodd-Frank Act—that taxpayers should not be required to subsidize banks’ proprietary trading—I believe that the Volcker Rule is an unwieldy tool for addressing these concerns.  It attempts to distinguish prohibited proprietary trading from permitted market-making and hedging activity, but because the differences between these activities are exceedingly fine, the regulatory framework is exceedingly complex.  It imposes detailed and highly technical restrictions on the activity of banking entities that pose significant and expensive compliance challenges for these entities.

EU To Create A Common Cybersecurity Certification Framework And Beef Up Its Agency – Council Agrees Its Position

The EU is to enhance its cyber resilience by setting up an EU-wide certification framework for information and communication technology (ICT) products, services and processes. The industry could use the new mechanism to certify products such as connected cars and smart medical devices. The Council today agreed its general approach on the proposal, known as the Cybersecurity Act. The proposal will also upgrade the current European Union Agency for Network and Information Security (ENISA) into a permanent EU agency for cybersecurity.
