  • BYMA Consolidates Its Strategic Alliance With B3 And Creates A New Derivatives Market

    BYMA was authorized by the Comisión Nacional de Valores (CNV) to begin trading in Argentina's derivatives market using B3's PUMA Trading System platform. The authorization consolidates the services agreement signed with B3 in April this year, a groundbreaking milestone for the Latin American markets for its potential of joint development based on cooperation. The Brazilian Securities and Exchange Commission (CVM) also authorized the deal.

    Cboe Global Markets, Inc. (Cboe: CBOE | Nasdaq: CBOE), one of the world’s largest exchange holding companies, announced that Senator Mike Rounds (R-SD) and Senator Tammy Duckworth (D-IL) today introduced S. 3283, The Options Markets Stability Act.

    I respectfully dissent from the Commission’s order disapproving a proposed rule change, as amended, to list and trade shares of the Winklevoss Bitcoin Trust on Bats BZX Exchange, Inc. (“BZX”) As the order notes, in reviewing such a proposed rule change, the Commission considers whether the proposed change is consistent with the Securities Exchange Act of 1934 (“Exchange Act”) and the rules and regulations thereunder. Contrary to the Commission’s determination, I believe that the proposed rule change satisfies the statutory standard and that we should permit BZX to list and trade this bitcoin-based exchange-traded product (“ETP”). Accordingly, I would set aside the action the staff took by delegated authority in this matter and approve the proposed rule change.

    The Federal Reserve Board on Thursday launched the Consumer Compliance Supervision Bulletin--a new publication that will provide bankers and others interested in consumer protection with high-level summaries of pertinent supervisory issues. The Bulletin complements other Federal Reserve System outreach programs for banking organizations, such as the Consumer Compliance Outlook publication and its companion webinar series, Outlook Live.

  • SEC: Self-Regulatory Organizations; Bats BZX Exchange, Inc.; Order Setting Aside Action By Delegated Authority And Disapproving A Proposed Rule Change, As Modified By Amendments No. 1 And 2, To List And Trade Shares Of The Winklevoss Bitcoin Trust

    On June 30, 2016, Bats BZX Exchange, Inc. (“BZX”) filed a proposed rule change with the Commission, seeking to list and trade shares of the Winklevoss Bitcoin Trust. The Commission, acting through authority delegated to the Division of Trading and Markets,  disapproved the proposed rule change on March 10, 2017, and BZX then filed a timely petition seeking Commission review of the disapproval by delegated authority.
