    Today, Secretary of the Treasury Janet L. Yellen met with the Eurogroup and other European Union Finance Ministers. At the invitation of Eurogroup President and Ireland Finance Minister Paschal Donohoe, Secretary Yellen shared her views on the transatlantic macroeconomic outlook. She discussed the economic impact of Russia’s war against Ukraine and weaponization of energy. The Secretary also stressed the importance of the price cap on Russian oil to stabilize energy markets and reduce revenues to Russia, highlighted the necessity of accelerating economic assistance to Ukraine, and encouraged continued progress on international tax reform. Throughout, Secretary Yellen emphasized her appreciation for Europe’s partnership with the United States on these joint priorities.

    The European Banking Authority (EBA) today published the list of all third country groups (TCGs) operating in the European Union and European Economic Area (EU/EEA) with the intermediate EU parent undertakings IPU(s), where applicable. The EBA also published the list of all third country branches (TCBs) of credit institutions authorised to operate in the EU/EEA.

    Thank you, Professor Jackson, and thank you to the Harvard National Security Journal for the invitation to speak at this symposium. As the payment system continues to evolve rapidly and the volume of digital assets continues to grow, it is critical to ensure that we keep both the benefits and risks of digital assets in the policy conversation, including the implications for America's role in the global economy and its place in the world. My speech today focuses on exactly this issue and on an aspect of the digital asset world that is now the center of domestic and international attention—central bank digital currencies (CBDCs) and how they relate to the substantial international role of the U.S. dollar.
