FINRA Fines Morgan Stanley $800,000 For Deficient Conflict Of Interest Disclosures In Equity Research Reports And Public Appearances By Research Analysts - Firm Also Violated 2003 Research Analyst Settlement

The Financial Industry Regulatory Authority (FINRA) announced today that it has censured and fined Morgan Stanley & Co., Inc. $800,000 for failing to make public disclosures required by FINRA's rules governing research analyst conflicts of interest. The firm also failed to comply with a key provision of the 2003 Research Analyst Settlement by failing to disclose the availability of independent research in customer account statements.

At the end of the settlement date of July 30, 2010, short interest in 2,399 NASDAQ Global Market(SM)securities totaled 7,015,652,490 shares compared with 7,097,589,765 in 2,410 Global Market issues reported for the prior settlement date of July 15, 2010. The end-of-July short interest represents 3.35 days average daily NASDAQ Global Market share volume for the reporting period, compared with 2.98 days for the prior reporting period.

TOCOM To Halve Rubber Delivery Unit To 5 Tonnes To Meet Needs Of Smaller Commercial

Tokyo Commodity Exchange, Inc. (“TOCOM” or the "Exchange") today announced that the Exchange would halve the delivery unit of Rubber futures to 5 tonnes in order to enhance the convenience of the market. TOCOM received an approval for this change from the Minister of Economy, Trade and Industry today and will apply this change from the March 2011 contract that will start trading on September 27, 2010.

Tokyo Commodity Exchange To Allow Foreign Commodity Brokers To Trade Through Intermediaries

Tokyo Commodity Exchange, Inc. (“TOCOM” or the "Exchange") today announced that the Exchange enabled Foreign Commodity Brokers to participate in its market through Intermediaries and amended its Market Rules accordingly. This expands the number of ways through which a foreign market participant can trade on the TOCOM markets.
