ELX Announces Solid April Results With Strong Performances In 5 and 30-Year U.S. Treasury Futures And Record Average Open Interest In Eurodollar Futures

BM&FBOVESPA: Competitive Bidding Process To Select Market Makers For Options On The Stock Of OGX Petróleo E Gás And Itaú Unibanco Holding
BM&FBOVESPA held a public consultation into the rules for the selection, accreditation and performance of market makers for equity options, and after examining the suggestions and observations made by market participants it submitted the rules for analysis by the Securities and Exchange Commission of Brazil (CVM), which approved them with the understanding that non-resident institutions may also participate, observing the relevant regulations.

SEC: Fee Rate Advisory #1 For Fiscal Year 2012
The Securities and Exchange Commission today announced that, if a regular appropriation to the Commission for fiscal year 2012 is enacted on or before Oct. 1, 2011, the fees rates applicable to most securities transactions will decrease from $19.20 per million dollars to $15.10 per million dollars in fiscal year 2012. The new fee rates will go into effect on the later of Oct. 1, 2011 or 30 days after the appropriation is enacted. The assessment on security futures transactions will remain unchanged at $0.0042 for each round turn transaction.

NYSE Euronext Comments On Nasdaq/ICE Announcement That It Intends to Commence Exchange Offer On Same Terms That Have Been Unanimously Rejected
NYSE Euronext (NYSE: NYX) notes that Nasdaq OMX Group, Inc. (Nasdaq: NDAQ) and IntercontinentalExchange Inc. (NYSE: ICE) have announced their intention to begin an unsolicited exchange offer some time in May to acquire all outstanding shares of NYSE Euronext. NYSE Euronext further notes that Nasdaq and ICE have announced that the terms of the offer will be the same as previously proposed. On April 21, 2011, NYSE Euronext’s Board of Directors unanimously rejected this proposal from Nasdaq OMX/ICE. NYSE Euronext’s financial advisers are Perella Weinberg Partners, BNP Paribas, Goldman, Sachs and Co., and Morgan Stanley & Co., Inc. Its legal advisers are Wachtell, Lipton, Rosen & Katz, Stibbe N.V. and Milbank, Tweed, Hadley & McCloy LLP.

OCC Reports Overall Cleared Volume Declined In April As Futures And Securities Lending Volume Continued To Rise
OCC announced that overall cleared volume reached 338,562,433 contracts in April, representing a 7 percent decrease from the April 2010 volume of 363,275,500 contracts. This volume decline was primarily in options contracts as futures and securities lending volumes continued to rise in April. OCC's year-to-date total volume is up 16 percent with 1,498,862,398 contracts.

CBOE Holdings Reports April 2011 Trading Volumes: - CBOE Holdings Averages 4.5 Million Options Contracts Per Day In April - CFE/VIX Futures Post Second-Highest Monthly Volume
CBOE Holdings, Inc. (Nasdaq: CBOE) today announced that April trading volume for options on theChicago Board Options Exchange (CBOE) and C2 Options Exchange (C2), the company's alternative all-electronic market, combined, totaled 89.7 million contracts, an average daily volume (ADV) of 4.5 million contracts. Futures trading on CBOE Futures Exchange (CFE) established its second-highest monthly volume of 834,892 contracts in April, an ADV of 41,744 contracts.

KCBT Exchange Trading Volume Sets New All-time Record
Total exchange volume at the Kansas City Board of Trade in April set a new all-time volume record as 769,034 contracts were traded, breaking the previous monthly trading volume record of 765,357 contracts set in August 2010 by .5 percent.

April Is Second-Busiest Month All-Time At CBOE Futures Exchange, Volume Tops 800,000 Contracts - The Four Most-Active Trading Months In CFE History Have Occurred In First Four Months Of 2011
The CBOE Futures Exchange, LLC (CFE) today announced that trading volume during April 2011 totaled 834,892 contracts, which ranks as the second busiest month all-time to-date at CFE. April 2011 volume exceeded the 296,541 contracts traded in April 2010 by 182 percent. When compared to the record trading in March, when volume surpassed the one-million-contract milestone (1,066,367 contracts) for the first time ever, April's trading activity declined by 22 percent.

CFTC Sanctions New York Resident Howard Winell And His Companies, Winell Associates, Inc., And Maxie Partners GP, LLC, More Than $5.2 Million For Fraud - CFTC Order Permanently Bans Respondents From CFTC Registration
The U.S. Commodity Futures Trading Commission (CFTC) today filed and simultaneously settled charges against Howard Winell, Winell Associates, Inc. and Maxie Partners GP, LLC (Maxie GP), all of New York, N.Y. The CFTC order finds that the respondents engaged in unauthorized trading and misappropriated funds in connection with operating a commodity futures and options pool.

FINRA Bars Illinois Broker For Insider Trading
The Financial Industry Regulatory Authority (FINRA) today announced that a former registered representative, Michael Hendry, has been barred from the securities industry for engaging in insider trading and for failing to respond truthfully to questioning by investigators in FINRA's Office of Fraud Detection and Market Intelligence (OFDMI). Hendry was also fined nearly $70,000, which represents the unlawful profits he received from the transactions.
