And thank you for hosting this Financial Regulatory Reform Symposium. It is always good to be back at my Alma Mater.
Four years ago this month, this nation was suffering from a near-collapse of our financial system.
While there are differences of opinion as to what was the most significant trigger, a bi-partisan Senate Committee report -- known as the Levin-Coburn Report -- asserted that the crisis was the result of "high risk, complex financial products; undisclosed conflicts of interest; and the failure of regulators, the credit rating agencies, and the market itself to rein in the excesses of Wall Street.”

Mr Simon Chui Wing Nin, a former assistant director of finance at CITIC Pacific Limited (CITIC Pacific), was today found guilty of insider dealing in the company’s shares prior to a profit warning issued in 2008.

HKFE Announces Margin Rates For Adjusted Esprit Holdings Futures Contracts

Hong Kong Futures Exchange Limited (HKFE), a wholly-owned subsidiary of Hong Kong Exchanges and Clearing Limited (HKEx), has announced that with effect from the commencement of trading on Monday, 29 October 2012, the minimum margins to be collected by an Exchange Participant from its clients in respect of their dealings in the following futures contracts will be as outlined in the table below. The margins are based on the clearing company’s normal procedures and standard margining methodology.

European Parliament: Tougher Rules To Protect Investors And Curb High-Frequency Trading

Investors should be better protected, and financial market trading made fairer, by draft EU rules voted by Parliament on Friday. These rules would apply to all investment firms and to almost all financial instruments, from bonds to commodity derivatives. MEPs also tightened up proposed rules on high-frequency trading.

German Federal Environment Minister Peter Altmaier Visits EEX - Focus On Requirements From The Energy Turnaround And The First German CO2 Auction For The Third Trading Period

Today, Federal Minister for the Environment Peter Altmaier visited the European Energy Exchange (EEX) and gained insight on the working of the exchange. Following an expert discussion with representatives of EEX regarding the implementation of the energy turnaround and the challenges for energy trading on the exchange, Federal Minister Altmaier visited the Market Supervision – the heart of the exchange. Here, he watched the staff executing the German auction of CO2 emission allowances for the third trading period which was held for the first time today.

Ladies and Gentlemen,
I am pleased to speak today at this renowned banking conference at Bocconi University.
The banking sector’s deleveraging process in the euro area has been underway since 2008. Until recently, most of the adjustment was achieved by increasing capital via equity issuance, conversion of hybrids, capital injections and retained earnings. With the intensification of the sovereign debt crisis there has been stronger pressure to also adjust via asset shedding, especially those assets with higher risk weights.

Broadridge Financial Solutions (NYSE:BR) today announced that it has further strengthened its participation in the SWIFTReady accreditation process through two new awards for its global solutions. The accreditations include the 2012 SWIFTReady Reconciliation label for Broadridge’s PROactiveTM Reconciliation solution for the third consecutive year; in addition to the 2012 SWIFTReady for Corporates – Treasury label for Broadridge’s SWIFT transaction management solution, STM PROactive, representing a renewal from 2011.
