Lord Mayor, Ladies and Gentlemen.
I am honoured to be invited again to speak at this historic dinner, and follow in a long line of Chancellors who have done so.
Lord Mayor, you and I were reminded of that long line on Tuesday, when you generously hosted a dinner at Guildhall to celebrate the 400th anniversary of the creation of the Board of the Treasury.

My Lord Mayor, Ladies and Gentlemen:
Five years ago, at this same dinner and just before the crisis began, I quoted a banker who had said to me, “I cannot recall a time when credit was more easily available”. Today, the sentiment is exactly the opposite. Over those five years, the authorities around the industrialised world have thrown everything bar the kitchen sink at the problem – record low interest rates, unprecedented operations to flood financial markets with liquidity, fiscal forbearance which allowed budget deficits to reach record levels, and a raft of reforms to the structure and regulation of banking. Yet the calls for more and bolder action continue. So tonight I want to reflect on the challenges posed by a banking system that has not yet returned to full health and vigour and on the case for further action to stimulate our economy.

CFTC To Hold Open Meeting To Consider Proposed Interpretive Guidance On Cross-Border Application Of Certain Swaps Provisions Of The Commodity Exchange Act And A Proposed Exemptive Order Regarding Compliance With Certain Regulations Under The Commodity Exchange Act
The Commodity Futures Trading Commission (CFTC) will hold a public meeting on Thursday, June 21, 2012, at 1:00 p.m., to consider Proposed Interpretive Guidance on Cross-Border Application of Certain Swaps Provisions of the Commodity Exchange Act (CEA) and Regulations thereunder, and a Proposed Exemptive Order Regarding Compliance with Certain Swap Regulations under the CEA.

The McGraw-Hill Companies And CME Group Announce U.S. Department Of Justice Antitrust Review Has Been Completed For New S&P Dow Jones Indices Joint Venture
The McGraw-Hill Companies (NYSE: MHP), one of the world's foremost financial information companies, and CME Group (NASDAQ: CME), the world’s leading and most diverse derivatives marketplace, announced today that they have received notification that the U.S. Department of Justice has completed its review of the proposed joint venture company, S&P Dow Jones Indices, and has granted early termination of the statutory waiting period. Accordingly, the condition to the formation of the joint venture related to the Hart-Scott-Rodino Antitrust Improvements Act has been satisfied. The formation remains subject to other customary closing conditions. A closing date has not yet been announced, but the S&P Dow Jones Indices joint venture is targeted to be completed by the end of June.

Exercise Of Ibovespa Options Generates Record Financial Volume On BM&FBOVESPA
BM&FBOVESPA had a record trading volume of BRL 35.8 billion today, from the previous record of BRL 24.3 billion on August 17, 2011. Furthermore, the exercise of options on the BOVESPA Index (Ibovespa) generated a record BRL 14.4 billion today, with 241,540 contracts traded. The previous record in Ibovespa options was also on August 17, 2011 and totaled BRL 9 billion.

Federal Court In Illinois Orders Defendants Richard C. Regan And Pro Trading Course, LLC To Pay More Than $600,000 In Restitution And Civil Monetary Penalties To Settle CFTC Anti-Fraud Action
The U.S. Commodity Futures Trading Commission (CFTC) today announced that Judge James B. Zagel, of the U.S. District Court for the Northern District of Illinois, entered an order of default judgment and permanent injunction against defendants Richard C. Regan (Regan) and Pro Trading Course, LLC (PTC), both of La Jolla, Calif.

CBOE To Introduce First Interest Rate-Based Volatility Index
The Chicago Board Options Exchange (CBOE) announced yesterday that it will begin disseminating values for its first interest rate-based volatility index, the CBOE Interest Rate Volatility Index (ticker: SRVX), on Monday, June 18. The SRVX Index is designed to offer fixed income options traders and portfolio managers a standardized and transparent measure of interest rate swap volatility.
