The US Commodity Futures Trading Commission (CFTC) filed a civil enforcement action charging Defendants Melody Nganthuy Phan (Phan) of California and her companies, My Forex Planet, Inc. (MFP), Wal Capital, S.A. (Wal Capital), and Top Global Capital, Inc. (TGC) with operating a fraudulent off-exchange foreign currency (forex) scheme. The CFTC Complaint also charges Phan with fraud by an unregistered commodity pool operator. The scheme allegedly fraudulently solicited at least $3,764,214 from over 174 customers and misappropriated customer funds in an effort to perpetuate the fraud.

Federal Reserve Board Announces 30-Day Comment Period Extension For Proposed Rulemaking Regarding Physical Commodity Activities Conducted By Financial Holding Companies

The public will have an additional 30 days to comment on an advance notice of proposed rulemaking regarding physical commodity activities conducted by financial holding companies, the Federal Reserve Board said Thursday. Comments are now due April 16, 2014.

Statement Of Dissent By CFTC Commissioner Scott D. O’Malia, Fiscal Year 2014 Spending Plan

I respectfully dissent from the Commodity Futures Trading Commission’s (“Commission”) fiscal year (“FY”) 2014 spending plan. I would first like to note that this spending plan is a major change in course from the current and past budget requests. Unlike previous budget requests that exclusively focused on the expansion of federal hires at the expense of supporting the Commission’s hard working staff, this spending plan increases focus on Commission staff by providing them with increases to their compensation and benefits. Such a change in direction will prevent the Commission from falling even further behind other Financial Institutions Reform, Recovery and Enforcement Act of 1989 (“FIRREA”) agencies.1 Whether this is a lasting change in the Commission’s budgetary objectives remains unclear.

While I respectfully dissent on this budget submission, I do support increases in the Commission’s budget that are tied to a strategic plan that identifies a five-year investment strategy and makes technology a top priority. However, with the strategic plan still incomplete and no documents to guide the Commission on its technology and workforce investment strategy, I cannot endorse this budget recommendation for FY 2015.

Euronext: GTT Is First Major Listing In Paris In 2014 - B€621 Million Raised With Market Capitalisation At €1.7 Billion

Euronext, a wholly owned subsidiary of IntercontinentalExchange Group (NYSE: ICE), today celebrated the successful listing of GTT (Gaztransport & Technigaz), the world leader in cryogenic membrane containment systems used in the shipbuilding industry for the transport of liquefied natural gas (LNG). GTT was listed in compartment A of the regulated market in Paris.

EEX Adjusts Auction Calendar For 2014

Pursuant to the back-loading decision by the Council of the EU and the European parliament, the regulation (EU) No. 1031/2010 (Auction Regulation) was accordingly amended on 27 February 2014. Against this backdrop, European Energy Exchange (EEX) has now, in close consultation with the European Commission and the participating Member States as well as with the German and Polish authorities in charge, updated the 2014 auction calendar for EU allowances (EUA) of the third trading period.
