Thank you and good morning. I want to start by welcoming the members of the Advisory Committee on Small and Emerging Companies to today’s meeting. As you know, this is the final meeting of the current term of this Committee, and I would like to extend my appreciation to each of you for your service to this Committee, the Commission, and the greater public good. I appreciate your efforts and look forward to today’s discussions. I would also like to thank the staff of the Division of Corporation Finance’s Office of Small Business Policy for organizing this meeting and for their work on renewing the Committee’s charter for an additional two years. This Committee performs an important service to America’s small business community and I look forward to its continued good efforts.

At its meeting on 23 September the Board of Directors of Oslo Børs resolved to impose a violation charge of NOK 480,000 on Sparebank 1 Østfold Akershus for a breach of the requirement for equal treatment.

Federal Reserve Board Approves Enhancements To Reserve Banks' Same-Day ACH Service

The Federal Reserve Board on Wednesday announced the approval of enhancements to the Federal Reserve Banks' same-day automated clearing house (ACH) service. The enhancements are intended to align the Reserve Banks' same-day ACH service with recent amendments to NACHA's ACH operating rules and will facilitate the use of the ACH network for certain time-critical payments, accelerate final settlement, and improve funds availability to payment recipients.

The Depository Trust & Clearing Corporation (DTCC), the premier post-trade market infrastructure for the global financial services industry, today confirmed significant expansion of its workforce across the firm’s primary European locations in London and Wrexham as the company continues to increase its support for financial market participants. In addition to providing a diverse range of services and participating in a number of industry joint ventures, including Clarient Global LLC, Soltra and DTCC-Euroclear GlobalCollateral Ltd., DTCC is on target to employ 700 people in the UK by the end of this year – an increase of 40% on 2014, which is the result of a sustained hiring programme in the North Wales area over the past 18 months.

Moscow Exchange's trading schedule for the New Year 2016 public holidays is as follows:

4, 5, 6 January 2016:

• The Equity & Bond and Derivatives Markets will operate as usual;
• All instruments will trade on the FX and Precious Metals Markets, except trades with today settlement and swap transactions with their first parts settled on the same day;
• The Standardised OTC Derivatives market will be closed.

ACER Calls For A Coordinated Capacity Allocation Procedure On The German-Austrian Border

Today ACER has issued an Opinion on the compliance of National Regulatory Authorities’ (NRAs) decisions approving the methods of allocation of cross-border transmission capacity in the Central-East Europe (CEE) region - which includes Austria, the Czech Republic, Germany, Hungary, Poland, Slovakia and Slovenia - with the 2009 Electricity Regulation and its Guidelines. In its Opinion, ACER invites the CEE NRAs and Transmission System Operators (TSOs) to commit, within the next four months, to the implementation of a coordinated capacity allocation procedure on the German-Austrian border, according a realistic but ambitious calendar with concrete steps.
