Federal Court In South Carolina Orders Robert S. Leben And Amy L. Leben To Pay Over $10 Million In Restitution And Penalties In Cftc Anti-Fraud Enforcement Action - In A Parallel Criminal Action, Robert Leben Was Sentenced To 40 Months In Prison

The U.S. Commodity Futures Trading Commission (CFTC) today announced that Chief Judge Terry L. Wooten of the U.S. District Court for the District of South Carolina entered a summary judgment Order against Defendants Robert S. Leben and Amy L. Leben of Columbia, South Carolina, in a CFTC enforcement action charging the Lebens with misappropriating pool participant funds and failing to register as commodity pool operators (see CFTC Press Release 6881-14). In addition, the CFTC Complaint charged Robert Leben with issuing false statements and fraudulently soliciting pool participants by guaranteeing returns and the safety of each pool participant’s principal investment. The Complaint also charged Amy Leben with improperly accepting and commingling pool participant funds.

The gold held in custody by Deutsche Börse Commodities GmbH for the purpose of physically backing the Xetra-Gold bond has risen to a new record high of 90.67 tons, an increase of more than 50 per cent since the beginning of the year. For each Xetra-Gold bond, exactly one gram of gold is deposited in the central vaults for German securities in Frankfurt.

HKEX: OTC Clear Launches Clearing Service For USD/CNH Cross Currency Swaps

OTC Clearing Hong Kong Limited (OTC Clear), a subsidiary of Hong Kong Exchanges and Clearing Limited (HKEX) that provides clearing and settlement services for over-the-counter (OTC) derivative transactions, announces the smooth launch today (Monday) of its clearing service for cross currency swaps (CCS). OTC Clear is initially providing clearing for swaps in the USD/CNH (US Dollar/Offshore Renminbi, or RMB) currency pair.

The spokesman of CSRC reaffirmed on 12 August that the Shenzhen-HK Stock Connect will be launched at a proper time this year as the regulatory rules and technological preparations are completed. A special work group has been established within CSRC to guide and coordinate policymaking and technical operating issues, and supervisors and exchanges are in close cooperation. The program is expected to expand overseas investors' exposure to China's onshore stock market.
