  • US Justice Department: Futures Trader Pleads Guilty To Illegally Manipulating The Futures Market In Connection With 2010 “Flash Crash”

    A British futures trader pleaded guilty today to U.S. fraud and spoofing charges in connection with an over five-year scheme to defraud, which included his role in the May 6, 2010, “Flash Crash,” when the Dow Jones Industrial Average plunged 600 points in five minutes, announced Assistant Attorney General Leslie R. Caldwell of the Justice Department’s Criminal Division, Special Agent in Charge Michael J. Anderson of the FBI’s Chicago Field Office and Director Aitan Goelman of the U.S. Commodity Futures Trading Commission (CFTC) Division of Enforcement.

  • CFTC Submits Proposed Consent Order To Federal Court in Chicago That Would Resolve The CFTC’s Price Manipulation And Spoofing Action Against U.K. Resident Navinder Singh Sarao - Sarao Pleaded Guilty To Spoofing And Wire Fraud Charges In A Related Criminal Action

    The U.S. Commodity Futures Trading Commission (CFTC) today announced that it submitted a proposed Consent Order that would resolve its civil enforcement action in the U.S. District Court for the Northern District of Illinois against Navinder Singh Sarao (Sarao). The CFTC Complaint charged Sarao, along with his company Nav Sarao Futures Limited PLC, with unlawfully manipulating, attempting to manipulate, spoofing, and use of a manipulative device — all with regard to the E-mini S&P 500 near month futures contract (E-mini S&P) (see the CFTC Complaint and Press Release 7156-15, April 21, 2015).

    At the end of the settlement date of October 31, 2016, short interest in 2,327 Nasdaq Global MarketSM securities totaled 7,603,044,420 shares compared with 7,496,240,405 shares in 2,334 Global Market issues reported for the prior settlement date of October 14, 2016. The end-of-October short interest represents  5.35  days average daily Nasdaq Global Market share volume for the reporting period, compared with 4.83 days for the prior reporting period.

  • Financial Stability Oversight Council To Meet November 16

    On Wednesday, November 16, Secretary of the Treasury Jacob J. Lew will preside over a meeting of the Financial Stability Oversight Council (Council) at the Treasury Department.  The agenda will include both an executive and an open session.  The preliminary agenda for the open session includes an update on the work of the Alternative Reference Rates Committee; an update on the Council’s review of asset management products and activities; and revisions to the Council’s regulations under the Freedom of Information Act, in accordance with the FOIA improvement Act of 2016.
