Statement On The Staff’s No-Action Relief Regarding MiFID II - SEC Commissioner Kara M. Stein

Today, staff from the Division of Investment Management and the Division of Trading and Markets issued a series of no-action letters related to the research payment provisions in the Council of the European Union’s Markets in Financial Instruments Directive (“MiFID II”). MiFID II will give investors transparency into the cost of both research and trading commissions by requiring that payments be unbundled. Bundling of payments is a common practice in the United States and thus, Europe’s new approach creates a conflict for certain global firms.

Today, following consultation with European authorities, and in response to concerns that investors could lose access to valuable research, the staff of the U.S. Securities and Exchange Commission issued three related no-action letters. These letters are designed to provide market participants with greater certainty regarding their U.S. regulated activities as they engage in efforts to comply with the European Union’s (EU) Markets in Financial Instruments Directive (MiFID II) in advance of the Jan. 3, 2018, implementation date.
CME Group Inc. Reports Strong Third-Quarter 2017 Financial Results - Average Daily Volume Rose 10 Percent To 15.7 Million Contracts, Including Records In Energy And Metals

CME Group Inc. (NASDAQ: CME) today reported revenue of $891 million and operating income of $568 million for the third quarter of 2017. Net income was $309 million and diluted earnings per share were $0.91. On an adjusted basis, net income was $406 million and diluted earnings per share were $1.19. Financial results presented on an adjusted basis for the third quarters of 2017 and 2016 exclude certain items, which are detailed in the reconciliation of non-GAAP results.

ESM Approves Spain’s Sixth Early Repayment

The Board of Directors of the European Stability Mechanism (ESM) today approved a request by Spain to make a voluntary early repayment of €2 billion of its ESM loan. This is the sixth time that Spain has requested to make an early repayment on a loan to recapitalise its banks in 2012 and 2013. Following this payment, Spain’s outstanding debt to the ESM will be €31.7 billion.
