At the end of the settlement date of June 30, 2025, short interest in 3,257 Nasdaq Global MarketSM securities totaled 14,138,758,851 shares compared with 13,689,191,607 shares in 3,207 Global Market issues reported for the prior settlement date of June 13, 2025. The mid-June short interest represents 2.59 days compared with 2.32 days for the prior reporting period.

Unfortunately, the government is still shut down because members of the Senate refuse to support the clean government funding bill, which was passed by the House weeks ago. Across the Trump Administration, we are eager to get the government reopened so agencies can continue the work of the American people. This morning, I wish to focus on how we can better serve the American people, and the important role community banks play in that effort.

Thank you to the Economic Club of Minnesota for the opportunity to speak to you today. I'm happy to be here for several reasons, one of which is that I have roots in Minnesota. My grandmother was born and raised in Eveleth, where her parents ran a small clothing store they opened in 1906 to serve the growing population that came here in the iron ore mining boom of that era. That generation's hard work and dreams of a better future helped build this great state as well as the prosperous economy that this club and the Federal Reserve are both dedicated to fostering.

The Canadian Securities Administrators (CSA) is providing temporary relief from requirements to deliver proxy-related materials for shareholder meetings in respect of certain annual matters during the postal service suspension. Such relief recognizes that the suspension of postal service may impact a reporting issuer’s ability to deliver proxy-related materials to all shareholders.

The Switzerland–UK Financial Dialogue took place in Berne on 9 October 2025. This is the second financial dialogue to take place since the negotiations of the Berne Financial Services Agreement (BFSA) concluded in December 2023. Officials from HM Treasury and the State Secretariat for International Finance were joined by representatives from the respective supervisory authorities, including the Bank of England (BoE), Financial Conduct Authority (FCA), Swiss National Bank (SNB), and the Swiss Financial Market Supervisory Authority (FINMA).
