New SWX Participant: Rabobank International, Utrecht Branch, The Netherlands

The SWX Swiss Exchange has admitted Rabobank International, Utrecht branch, the Netherlands, as a Network Linked Participant. The new participant will be connected via the Network Connectivity Provider glox Ltd and will operate exclusively in the International Bonds segment. Rabobank International, Utrecht branch, the Netherlands, will start to trade on the SWX on Wednesday, 17 December 2003.

Securities Markets: European Commission Proposes That The Community Sign The Hague Securities Convention

The European Commission has proposed that the European Community should sign the Hague Convention, a multilateral treaty on determining the ownership of securities held in electronic form. The proposal takes the form of a draft Decision to be adopted by the EU's Council of Ministers authorising the signature of the Convention. SEC Brings First Failure To Supervise Action Against Principal Of An Unregistered Investment Adviser To A Hedge Fund - Also Charges Hedge Fund Director Of Investments With Fraud

The Securities and Exchange Commission today announced the first "failure to supervise" enforcement action against the principal of an unregistered investment adviser to a hedge fund. Previous failure to supervise actions against investment advisers had been brought only against registered advisers. In the same action, the Commission charged the adviser's director of investments with fraud.
