Statement From New York Attorney General Andrew Cuomo Concerning Executive Bonuses At Morgan Stanley
Morgan Stanley and Mr. Mack have taken a smart and prudent first step. American taxpayers have seen their investments crater while simultaneously having to fund the Wall Street bailout with billions of their tax dollars. This gesture by Morgan Stanley is appropriate, and I hope other firms like Merrill Lynch will take it to heart.

SEC Charges Moscow-Based Broker Dealer For Violating Registration Requirements
The Securities and Exchange Commission today charged a Moscow-based unregistered broker-dealer for registration and reporting violations, alleging that it solicited institutional investors in the U.S. to purchase and sell small cap stocks of Russian companies without registering as a broker-dealer with the SEC or meeting the requirements for an exemption.

Deutsche Börse AG lowers its 2008 cost guidance for the Group to €1,280 million, from the original guidance of €1,315 million. Costs in 2008 are negatively affected by costs relating to the interim building in Eschborn and by expected impairments on software. The Supervisory Board of Deutsche Börse AG, Frankfurt, elected Dr. Dr. h.c. Manfred Gentz (66) as its new Chairman, in today’s meeting. Gerhard Roggemann (60) will perform the function of Deputy Chairman of the Supervisory Board in the future. Both have been members of the Supervisory Board for many years. The former Chairman, Kurt F. Viermetz, is leaving the Supervisory Board as announced.

The Shenzhen Stock Exchange recently promulgated the “Sponsoring Guidance of Small and Medium-Sized Enterprises (SMEs) Board of the SZSE” specifying obligations and rights of sponsor agencies and representatives on scrutiny as well as more detailed requirements on supervisions, suggesting, site check and internal system set-up.
