The value of ASX-listed stocks, as measured by the All Ordinaries Index, fell 1.2% in November. A number of other global markets also retreated during the month including: the UK down 2.6%, Hong Kong down 0.4%, and the US down 0.2%. Moving against this trend was the Japanese market which rose 8.0% and Singapore which rose 0.1%.

On November 3rd, the 6th China Int'l Derivatives Forum was held in Shenzhen. Dalian Commodity Exchange (DCE) President Liu Xingqiang participated in the Forum's "Exchange Roundtable Discussion" and gave a speech, in which he introduced the DCE's development achievements and experiences in recent years.

Qatar Exchange And Qatar Chamber Of Commerce And Industry Sign Memorandum Of Understanding

Qatar Exchange (QE) and Qatar Chamber of Commerce and Industry (QCCI) held a joint signing ceremony to formalise the launch of a series of initiatives envisaged by their memorandum of understanding (MOU). The ceremony took place at QCCI’s offices and was attended by representatives of both parties. HE Sheikh Khalifa Bin Jassim Bin Mohammed Al Thani, Chairman signed the undertaking on behalf of QCCI whilst Andre Went, CEO signed on behalf of QE.

Yesterday the Commission held the sixth in a series of open meetings to address rules implementing the Wall Street Reform and Consumer Protection Act of 2010. I commend the CFTC’s staff for working diligently on the myriad rules mandated by the Act, even now in the face of a pay freeze. The staff of the CFTC truly exemplifies the meaning of “service” in the performance of their roles as dedicated public servants.

Deputy Chief Litigation Counsel Mark A. Adler Leaving SEC After 13 Years Of Service

The Securities and Exchange Commission announced today that Mark A. Adler, Deputy Chief Litigation Counsel of the Division of Enforcement, will leave the agency this month after 13 years of service. He will join the Public Company Accounting Oversight Board (PCAOB) as Deputy Chief Trial Counsel in the Division of Enforcement and Investigations.

SEC Proposes Joint Rules With CFTC To Define Swap Related Terms

The Securities and Exchange Commission today voted unanimously to propose joint rules with the Commodity Futures Trading Commission (CFTC) that would further define a series of terms related to the security-based swaps market, including “swap dealer,” “security-based swap dealer,” “major swap participant,” “major security-based swap participant” and “eligible contract participant.”

Standard & Poor's Announces Changes In The S&P/TSX Canadian Indices

Standard & Poor's Canadian Index Operations announces the following index changes: The shareholders of Andean Resources Limited (TSX:AND) have approved the Merger Implementation Agreement whereby the company will merge with Goldcorp Inc. (TSX:G). Assuming receipt of Australian court approval, expected on December 8, 2010, Andean Resources will be removed from the S&P/TSX Global Gold and Global Mining Indices.
