Let me begin by thanking RAM Holdings Berhad (RAM) for inviting me to deliver the keynote address at its annual bond conference today. This conference is in its 4th instalment and I commend RAM for its effort in organising these conferences to bring together thought leaders and experts in the bond industry to provide a platform for discussion and analysis on current issues and areas of interests, within the bond markets.

Thomson Reuters welcomes the decision by the European Commission to move ahead with a formal market test of its revised proposal to extend usage rights of its Reuters Instrument Codes (RICs) in relation to the real-time consolidated feed space.

Antitrust: European Commission Market Tests Improved Commitments On Reuters Instrument Codes

The European Commission is consulting interested third parties on a new proposal from Thomson Reuters to address concerns that its licensing practices in relation to Reuters Instrument Codes (RICs) may be in breach of EU antitrust rules prohibiting the abuse of dominant market positions.

Egyptian Exchange Hosts NILEX 3rd Annual Day

EGX held the 3rd annual conference for NILEX (Small & Mid Cap Stock Market in Egypt). This event is the third in a row aŌer NLEX official launch in June 2010. The event started with a documentary about benefits of getting listed in NILEX through the experience of some of the big listed companies. After which, Dr. Mohamed Omran, EGX chairman, elaborated about the raped increase in NILEX Market cap despite the turbulences that faced the market in the past year. He stated that NILEX performance throughout this period of time came positive.

Maple And TMX Group Obtain Recognition Orders From BCSC And ASC - TMX Group Shareholders Urged To Immediately Tender Their Shares To The Maple Offer Before It Expires At 5:00 Pm (Eastern) On July 31, 2012

Maple Group Acquisition Corporation ("Maple") and TMX Group Inc. (“TMX Group”) (TSX:X) today announced that the British Columbia Securities Commission (“BCSC”) and Alberta Securities Commission (“ASC”) have approved final recognition orders with respect to Maple's proposed acquisition of TMX Group and TSX Venture Exchange and that the BCSC has approved a final recognition order with respect to Maple‟s proposed acquisition of The Canadian Depository for Securities Limited ("CDS") and that the ASC has approved a variation order for the Natural Gas Exchange. These orders provide the terms under which the BCSC and ASC will permit Maple to operate a combined exchange and clearing group. Maple has agreed to the terms of these orders.

British Columbia Securities Commission Publishes Final Recognition Orders Regarding Maple Group Application

The British Columbia Securities Commission today published its final notice regarding the application by Maple Group Acquisition Corporation. The BCSC focused on the impact that Maple’s acquisition of the TMX Group Inc, and the Canadian Depository for Securities Limited and the CDS Clearing and Depository Services (jointly known as CDS) will have on the Canadian venture market.

FINRA Statement On Consolidated Audit Trail

The SEC's adoption of a consolidated audit trail through the development of a National Market System (NMS) plan is an important step that will enhance regulators' ability to conduct surveillance of trading activity across multiple markets and perform market reconstruction and analysis. FINRA looks forward to working with the other SROs to submit an NMS plan that will help close the regulatory data gaps that exist today. FINRA believes that comprehensive intermarket surveillance is essential to ensuring the overall integrity of the U.S. securities markets and maintaining the confidence of investors in those markets.

CFTC Charges Houston-Based Christopher Daley And His Company, TC Credit Service, LLC, With Solicitation Fraud And Misappropriation In $1.4 Million Dollar Commodity Pool Scheme - Federal Court Enters Order Freezing Defendants’ Assets And Preserving Books And Records

The U.S. Commodity Futures Trading Commission (CFTC) today announced the filing of an anti-fraud enforcement action in the U.S. District Court for the Southern District of Texas, chargingChristopher D. Daley (Daley) of Houston, Texas, and his firm, TC Credit Service, LLC (TCCS) (doing business as Del-Mair Group, LLC) with operating a commodity pool scheme that fraudulently solicited and accepted approximately $1.4 million from the public. Daley was owner and sole employee of TCCS, and none of the defendants has ever been registered with the CFTC.

t the end of the settlement date of June 29, 2012, short interest in 2,210 NASDAQ Global MarketSM securities totaled 7,338,339,434 shares compared with 7,377,726,620 shares in 2,219 Global Market issues reported for the prior settlement date of June 15, 2012. The end-of-June short interest represents 4.09 days average daily NASDAQ Global Market share volume for the reporting period, compared with 4.44 days for the prior reporting period.
