ESMA Publishes The List Of Non-EEA CCPs That Applied For Recognition

ESMA has published the list of central counterparties (CCPs) established in non-EEA countries which have applied for recognition under Article 25 of Regulation (EU) No 648/2012 of the European Parliament and of the Council of 4 July 2012 on OTC derivatives, CCPs and trade repositories (TRs) (EMIR).

Financial markets have undergone a dramatic transformation. Traders no longer sit in trading
pits buying and selling stocks with hand signals, today these transactions are executed electronically by computer algorithms. Stock exchanges’ becoming fully automated (Jain (2005)) increased the number of transactions a market executes and this enabled intermediaries to expand their own use of technology. Increased automation reduced the role for traditional human market makers and led to the rise of a new type of electronic intermediary (market- maker or specialist), typically referred to as high frequency traders (HFTs). -

FSB Launches Quantitative Impact Study (QIS2) On Proposed Regulatory Framework For Haircuts On Securities Financing Transactions

The Financial Stability Board (FSB) is launching on 5 November 2013 its second stage of the two-stage quantitative impact study (QIS) on the proposed regulatory framework for securities financing transactions. On 29 August 2013, the FSB published the report Policy Framework for Addressing Shadow Banking Risks in Securities Lending and Repos that set out policy recommendations for addressing financial stability risks in relation to securities lending and repos. These measures formed part of an overall set of policy recommendations to strengthen oversight and regulation of shadow banking , an overview of which was published on the same date.

Statement Of Dissent By CFTC Commissioner Scott D. O’Malia, Notice Of Proposed Rulemaking For Position Limits For Derivatives - CFTC Open Meeting

I respectfully dissent from the Commission’s decision to approve the Notice of Proposed Rulemaking for Position Limits for Derivatives. I have a number of serious concerns with the position limits proposed rule and its interpretation of section 4a(a) of the Commodity Exchange Act (“CEA” or “Act”).1 Regrettably, this proposal continues to chip away at the commercial and business operations of end-users and the vital hedging function of the futures and swaps markets.
