It is a pleasure to be with you today for the 44th annual “SEC Speaks.”  

At the outset, I would like to remind you that the views I am expressing today are my own and do not necessarily reflect those of the Commission, my fellow Commissioners, or the staff of the Commission.

Before I begin my remarks, I would like to acknowledge the remarkable and dedicated career of Harvey Goldschmid.  Just a few weeks ago, Harvey visited me to discuss his perspectives on a number of timely securities law issues.  His superb intellect was reinforced by his engaging personality and skill as a teacher.

The Eurogroup reiterates its appreciation for the remarkable adjustment efforts undertaken by Greece and the Greek people over the last years. During the last few weeks, we have, together with the institutions, engaged in an intensive and constructive dialogue with the new Greek authorities and reached common ground today.

The FCA has been working with the liquidator of the Connaught Series 1 Fund and its former operators, Capita Financial Managers Limited and Blue Gate Capital Limited to see if an agreement can be reached to address losses by investors in the Fund. 

Irish Stock Exchange: Swedbank’s Additional Tier 1 Capital Lists On Global Exchange Market

Swedbank has listed its additional tier 1 (AT1) capital on the Irish Stock Exchange’s Global Exchange Market (GEM). The US$750 million debt instrument fulfils new European capital regulations for banks. The debt security has a coupon of 5.5 per cent. The loan is perpetual with a call option after 5 years. The issuance is in the form of debt instruments that convert into ordinary shares if the regulatory capital of the bank decreases to a certain level.
