I enjoyed Ben Bernanke's paper titled "Monetary Policy in a New Era." He presents a compelling diagnosis of the issues facing policymakers and discusses a variety of policy options. Bernanke proposes an approach to policy that is elegant and straightforward to communicate. I will focus on those elements that I find particularly relevant for the challenges faced by policymakers and suggest some implications and complications. My comments are not intended to address current policy.
CUSIP Request Volume Signals Slowdown In Q4 Corporate Equity And Muni Bond Issuance - Continued Volatility In Pre-Trade Market Highlights Caution Among Issuers

CUSIP Global Services (CGS) today announced the release of its CUSIP Issuance Trends Report for September 2017. The report, which tracks the issuance of new security identifiers as an early indicator of debt and capital markets activity, found mixed results this month. Pre-trade requests for new municipal bond and corporate equity identifiers decreased in September, while requests for new corporate debt identifiers increased during the month. This is suggestive of a possible decrease in new municipal bond and corporate equity issuance and an increase in new corporate debt issuance in the fourth quarter of 2017.

The European Banking Authority (EBA) rectified today Annex 1 of its Implementing Technical Standards (ITS) on benchmarking of internal approaches, which had been amended on 4 May 2017 to define the benchmarking portfolios for the 2018 benchmarking exercise.

Thank you for inviting me to speak here at the Institute of International Finance Annual Membership meeting. I am pleased to note that there have been signs lately that a sustainable global recovery may finally be materializing. This is certainly good news, although significant risks and uncertainties remain. One important question is how the emerging market economies (EMEs) will fare as global monetary conditions normalize. In our intertwined world, prospects for these economies are a significant driver of prospects for the United States and other advanced economies. In my remarks today I will argue that, despite the risks and uncertainties, EMEs are likely to manage that normalization reasonably well.

ACER Decides On The Electricity TSOs’ Proposal For Harmonised Allocation Rules For Long-Term Transmission Rights

On 2nd October 2017 ACER issued a Decision on the electricity Transmission System Operators’ proposal for the main body of the Harmonized Allocation Rules for long-term electricity transmission rights (HAR Proposal) submitted, in accordance with EU Regulation on Forward Capacity Allocation and the Agency’s Founding Regulation. In its Decision, ACER approves the TSOs’ HAR Proposal subject to some necessary minor amendments.
Jeroen Dijsselbloem To Advise The ESM

The ESM has appointed Jeroen Dijsselbloem as strategic advisor to the European Stability Mechanism (ESM). Mr Dijsselbloem will hold this position as an external service provider to the ESM until the end of his term as Eurogroup President. The ESM will provide Mr Dijsselbloem with an office and logistical support during this transition period, during which he will remain Chairperson of the ESM Board of Governors. In line with the ESM's standard contracts for external service providers, Mr Dijsselbloem will be remunerated during this time.
